I took it as he was talking about naruto not being the one too bring peace to the world. But instead sasuke because we all know that is wants to eliminate the tailed beast which all the previous wars have pretty much been about. And do to the fact that naruto has a bond with the tailed beast he couldnt possibly do what needs to be done. At first I assumed he was talking to naruto saying its not you that will be hokage I will be the one who will make up for the kages failures and my own. Or he could be wanting to be the one to destroy kurama and naruto. Not sure.
