Confused about the story line

Hey, I was wondering if anyone could clarify? I'm currently on episode 199 of Naruto.

How is it that Shikarmaru a Chunin and everyone is a Genin still?
(Sorry if this is a rather stupid question)

Naruto didnt pass the Chunin exam, only shikarmaru did... Naruto went away and trained with Jariya for 2 and a half years. When he came back, Everyone is now a chunin except shikamaru who is a jounin. Because Naruto was away, he couldnt resit the test etc... So Naruto is a Genin...

That isn't what I asked though . But yea Neji was promoted to Jonin (I'm not there yet, I'm on 199 of Naruto not Shippuden).

Chunin can be regarded as a leader of a squad of genin at times

Shikamaru has always posessed a cool head for the most part, and is a quick thinker and strategist + he holds his comrades well being in high regard

His battle with Temari and behaviour in the forest put him in high regards with the examiners and Tsunade who promoted him quickly because of this

He was ideally suited to be paired with any team because he would get the best from them
[this was showcased in the Sasuke Retrieval Arc]

Shikamaru was made one because every one that judges said His strategy against Temari was outstanding and its what need as chuning when it comes to leadership in formulating battle strategies. As for Naruto well with the death of the 3rd Hokage His haters who did not wanted Him to be a ninja in the first place probably use the excuse of Him using Kurama chakra to deny Him promotion even thou He won His mach against Neji the best fighter of village Genin's and He stop Gaara.
