No mangaproof indicates that he can, only naruto, tobirama, kakashi, and hiruzen comes to mind when it comes to shadow clones.
Regular clones is what sasuke probably knows since it is a graduation requirement.

Tobirama is a very proficient sensor as well, probably one of the best since he could tell a person's clan or when an attack is effective on Obito based on analyzing chakra.

Any FTG user is a problem for an Uchiha, add to the fact that Tobirama is a Senju and it gets worse.

We'll need a couple more feats from Tobirama to decide. Oh and why is Tobirama a edo and not a regular human being, that's unfair. Shadow clones would not be a good idea, even though Senju have abnormally high chakra reserves, it would not be wise to split your chakra into three when you could just use ftg.
