Its more like he levels up during combat with his other power ups. He leveled up at the Kage Summit, while fighting Danzo etc.

But this time around, none of that. After getting it, he fights Kaguya with just Susanoo, and then he whips out a Rinnegan technique later on. Though it makes Naruto vs Sasuke much better since I figured Kishi would somehow give Sasuke abilities he hasn't shown (or rather, let him use them) to make the fight more interesting. Though it seems like how it was for Madara. He was showing only Susanoo when he was an Edo, but when he was brought back at full power, he used the Rinnegan.

At least we won't be seeing Susanoo in this fight, should make it much better.
