That's not what I got out of those panels.
Sasuke wasn't speaking to Naruto, when he said: "Not you."
He was speaking to Obito.

Sasuke is going to be the one to kill Naruto.
That is Sasuke's goal. He has arrived at a solution perhaps similar to Obito's. Madara's is the "Eye of the Moon." The Sage's was a sort of division of power - an asymmetric balance. Naruto's is ambiguous - but he's rejected those two notions as being true peace.
Sasuke (and perhaps Obito) has come to the conclusion that the only way to bring about peace is to destroy everything, and quite possibly everyone. He doesn't wish to force the world into submission through power, but to annihilate the world so there is no one around to be oppressed.
