why would they be under the ocean? she is obviously around , either flying or in the ship

i believe it is forshadowing that monet is still alive and well , and is still a candidate for the next strawhat

So... The person on trail of string is doflamingo because they both use string.
On topic: You have a good find but maybe her attack was based on those animal. As they were quite fast animals. And thus she used that attack to increase speed. Thats all. She is dead and she will remain dead.

those animals are snow rabbits.

i don't think rabbits are aquatic especially without fins or flippers or even gills, let alone being limbless .
