This scan shows it all, Black Zetsu who is currently guiding is dumbasz mom, is afraid of Sasuke and his abilities. Even more so than naruto's, thats why they aimed to eliminate the biggest threat first, so they would have an easier time. Kaguya is not that stupid that she wouldn't realise how capable Sasuke is of decimating her in 1 panel, so she pulled a puzzy move.

Then why did they try and get rid of Sasuke first, common miitary tactic take out the biggest threat first. Kishimoto is trying to imply that Sasuke is a bigger threat than naruto.

OT: ok let me clarify what BZ meant. BZ didnt know that sasuke would come back to the dimension, he was sure that he seperated naruto and sasuke and he kept advising kaguya not to open the portal without any reason because he believed that the portal was the only way to connect with sasuke. He didnt know that anyone besides kaguya can open the portal so obviously he got surprised when obito managed to bring sasuke back to naruto. In short he was surprised to see that sasuke came back without opening portal. Thats all. Quote me back if you failed to understand this, ok?
