Kishi uses some other things as base, and he makes it clear that what abilities he will be basing off of those things'
He has made it clear that susanoo do have teh ability to fly, all the examples you quoted are horrible as he has made it clear he hasnt taken all those abilities

But he has taken the flying aspect of tengus and applied it to susanoo
