figure out the last day you were able to use the internet on that comp.
Then just recover it to that date......
If that doesn't work, the "looking through recycle bin" might not work. Windows deletes perm. if the folders is too big to hold. Though once deleting, windows will prompt you that it can not hold it in the bin due to size and asks if you want to perm delete it. So you should remember that, if not and you think that you need that folder than go ahead and recover it to that date. If that doesn't work, I'd suggest you go to safe mode with networking. If it works, then it's something within your system that is conflicting.
If you get to that point where you think it's your system, then you have to loook at your reg keys and system files. Thats too in depth for this and you'll need to go through step by step.
On another note as drizzy said, you might want to check your network settings. "Check if lan cable is plugged all the way in on both ends
". If not cable then make sure your wifi is turned on. Check drivers for both network cards and it's functionality. [You'll need to check to see if you get a working ip from router/switch/modem etc...
