He has, but not on the same level as Naruto's like how Nagato's chibaku tensei pales in comparison to Rikodou Sennin, Naruto's expertise in using this jutsu reaches such heights it's almost miraculous.

I've compiled a list of Naruto's Talk no Jutsu victims:

1. Zabuza - TnJ'ed by Naruto to appreciate Haku's sacrifices for him, moved Zabuza to tears, proceeds to die afterwards fighting Gato's men

2. Neji Hyuuga - TnJ'ed to believe that there is more to a life bound by a destiny of servitude and one can truly be free if he aspires for it, dies a few years later from saving Naruto from Juubi's attack.

3. Gaara - TnJ'ed to believe in the power of friendship and love. Dies from Bijuu extraction but revived afterwards.

4. Tsunade - TnJ'ed to become the fifth Hokage.

5. Sai - TnJ'ed to reminisce on his past relationship with his brother and develop bonds with others.

6. Nagato - TnJ'ed to believe that there is hope in the world and that true peace could be achieved non-violently, dies reviving the slain Konoha villagers.

7. Konan - TnJ'ed along with Nagato, dies trying to kill Obito.

8. A/Raikage - TnJ'ed to allow him and B to participate in the 4th shinobi world war.

9. Kyuubi/Kurama - TnJ'ed to believe in the good of humanity, cooperates fully with Naruto afterwards.

10. Obito Uchiha (Pending) - Will soon be TnJ'ed to believe that reality is not useless and that life is beautiful no matter what sorrow comes from it.


Sasuke Uchiha (Immune) - Currently immune to Naruto's TnJ

Madara Uchiha (Possibly Immune) - Possibly immune for being too badass.

It's only because Obito hasn't mastered TnJ yet, he is a novice in using that jutsu that is why Hinata was able to counter it with Slap no Jutsu.

I don't recall Naruto attempting to TnJ him, Jiraiya did before but his TnJ was lousy and Oro left the village.

His assumed identiy as Madara gave him immense chakra reserves for TnJ but when his mask broke revealing Obito it was severely depleted
