I guess, but any implanted dojutsu will take a lot of chakra unless it is to get the EMS, which is implanting the same type of eye not a higher level one meaning that to be able to have it constantly activated without it taking masses of chakra without having activated it yourself lots of chakra will be needed or you will be like Kakashi as it is a different dojutsu which can be unlocked through the sharingan

Actually I have been corrected in this thread apparently madara never actually deactivated he rinnegan once he awakened it during his fight with the kages.

The sage of six paths is always seen with rinnegan eyes meaning two other users of the rinnegan keep it activated at all times, whether this is by choice is to be revealed, or not who knows.
