let's begin from the bottom:
guy: he'll make everyone wear green jumpsuits and I don't think the majority of people will enjoy his philosophies.
sakura: she seems level headed and assertive but does not seem like an outright leader. she will be too dependent on other people like naruto, sasuke and tsunade.
Shikumaru: fodder
oro: he is scum. does not deserve another chance imo.
kakashi: good candidate but he seems too passive and laid-back and just unmotivated. Also fodder compared to tsunade, naruto or sasuke.
obito: would have been a great candidate and likely would have succeeded but made the wrong decisions in life and had the wrong mentality. like oro does not deserve a second chance.
bee: no discipline, the cloud village will be rap city/orgy and the village will crumble in days coz the kage will sherk his duties.
sasuke: my personal choice but even i don't trust him fully lol. might have a hidden agenda. must prove to the village that he is not another madara that was rejected as hokage, inadvertently rejecting the uchiha and hence initiating the birth of power-hungry madara and his moon-eye plan.
Naruto: yes, perfect choice
