We shouldn't be comparing Nagato's chakra usage with TWO rinnegans with Sasuke using ONE, albeit a more perfected one. Add the fact that Non-Uchihas consume more chakra while using Sharingan tech, which should also apply to Nagato. It's natural that he was struggling after a single chibaku tensei. Then again, what he had left was enough to revive a whole village, which is quite the feat.
Sasuke is able to summon giant snakes without trouble, and he's able to use and maintain S-rank ninjutsu for hours. He also needed Naruto's Bijuu chakra, despite having Hagoromo's sage chakra, so by extension, Hagoromo's sage chakra may not be as much as what he absorbed. Perhaps it's more quality than quantity, and we're talking quantity here.
Naruto is able to do much of the same from the last time we saw him. He splits his chakra by thousands at the start of every fight (kage bunshins), but still comes out strong by the end of it. That puts Naruto's base chakra quite high, if you ask me, since his chakra divided by hundreds still amazes people.

Of course, most of you will disagree with this, but bigger point here is that chakra increments in Naruto go such a way that the first half of this list combined can't compete with someone from the middle of the second half.
Juubi's chakra was split between Hago and Hamu. Hago gave "some" of it (not half) to Naruto and Sasuke (but both were given equal amounts, thus that "some" was halved 50-50). Him being chakra remnant, won't have as much as he had when alive. Same goes for Hinata and Hamu. Hamu wouldn't have given her much, but what she gave was shown to be enough to fully charge Naruto back to KCM, so her chakra must be above a Bijuu at that point.
Sasuke, should, theoretically have more chakra than everyone alive, save Naruto, thanks to Hago's gift. The bijuu are no longer with him, so his chakra would actually have decreased since Vote2, while him stealing the bijuu would have lowered Naruto's chakra past him during the same fight.
One else was put there for reference.
