Comparing Naruto to Sasuke throughout the whole manga from the beginning to the end!

Naruto has special body and chakra but it doesn't mean that Naruto or any Jinchuuriki are born with Bijuu. Without modifying a human body with seal it is impossible to even have a Bijuu.

Just like no Uchiha can get EMS without getting brother or sister eyes.

Sharingan requires no modification to the body while Jinchuuriki requires sealing to modifty body. Ems requires someone else eyes like brother or sister.

As far as i remember seals arent body modification.

The sealing itself isn't modifying the body, but a human been sealed with a Bijuu is.

If putting a Bijuu into a human isn't modifying the body then i don't know what is.

Inserting a Bijuu into a human does these things:

1st Regeneration
2nd Bijuu chakra fuse with the human
3rd Human stamina increase and chakra more than normal
4th Gain a second power source, so he has his own chakra plus the Bijuu

A human without a Bijuu those things would be impossible, well 3rd is possible with training so number 3 can be ignored.

Not even Hagoromo, Ashura and Indra are born with Bijuu meaning it is impossible to natural be born with a Bijuu unless he is born and then a Bijuu sealed.

A Sharingan no seal is required, there no need to get a outside powersource or DNA.

Now if you think Bijuu is normal for Human and not a outside powersource, then EMS would be considered the same. If Bijuu is considered is a outside powersource then EMS is the same.
