Sasuke is fast but I believe people overrate his speed.
The time Sasuke attacked and hit Madara was a display of strategy that focused on the element of surprise more than speed. Sasuke used a very common strategy where the user attacks their opponent from their blind spot while they are distracted. Madara was focused on implanting Obito's eye and using his s/t jutsu to get his other eye. It's a very common strategy that has been used time and time again in the manga. Naruto and Kakashi used it against Kakuzu.
In the lastest chapter you should have noticed that Sasuke didn't blitz Madara. In that scenario Madara was focus on fighting Sasuke and his teammates. Sasuke attacked Madara, but wasn't even able to complete his attack. He was forced to stop and block the shadow madara's attack. He didn't blitz shadow Madara or evade Shadow Madara's attack. Naruto has proven he can evade shadow madara's attack.
Naruto was fast enough to rescue Sakura and complete his attack, countering Shadow Madara's attack.
One eye madara had a head start, and sasuke kept on trying to use his s/t when its out of range to a point naruto thought sasuke was daydreaming. So after taking a nap, sasuke still blitz madara, that tells a lot. And it was not a strategy as they didn't know maddy could escape with limbo. They were on a panic attack
We all know madara with two eyes can react to what he couldn't, he would be faster than chapter before no doubt. And naruto didn't make complete attack, he simply extend his leg to kick on limbo(an escaping move), so he can escape with sakura, while sasuke was close enough to literally getting súcker punched in his face. His ps speed is obvious that I don't think I need to say how fast he is compare to bijudama
Naruto was rescuing sakura, so its not legit shadow maddy tried to attack naruto when naruto was right behind sakura. We can only be sure maddy had all the reason to attack sasuke for self defense while naruto was peaceful only wish to grab the heart pieced sakura back
