DemonicAvenger has asked me to post and maintain the OP of his thread since he has become busy for the foreseeable future

Rules: you may fill out the request form I will provide for either adding a character or changing ones position. If the character is not on the list, then the character will be placed where you requested until someone attests your placement choice.

If the character is already on the list then your change will be made if left unattested. If attested, then a change will be made based on the conclusion of that debate.

Reason: Unsurpassed physical strength and medical prowess, strong summon to aid in battle and amazing stamina and life force. Healed an entire village trough Katsuyu. Overcame her worst phobia and after that she alone and made Orochimaru (armless) retreat from battle even though she was rusty. During the 5 kage vs Madara battle she played a huge part against him (even though he wasn't going all out he was still a formidable opponent) treating the other kages and replenishing chakra for large scale attacks, held her own against 5 Susanoo clones and successfully created oppenings for the others to attack.

Reason: He's been shown to be one of the most versatile characters in the manga. He has Katons, Top Notch reflexes, strongest Genjutsu user so far, Susano'O/AMA/Tsuki, One of the highest intelects, Yata no Kagami, Totsuka no Tsurugi. His only real weak points being his sickness and stamina.

Reason: He has been fighting 6 v2 jins and atacking the juubi and gedo mazo, also he has shown to be the gratest anallytical ninja in combat and he is on par with Bee and Naruto when it comes to holding against bijuus

Tier: SS

Reason:
He recently became a Perfect Jinchuuriki; he can now control the most powerful tailed beast's power. Naruto can take down 3 Jinchuurikis and match 5 Jinchuuriki's TBB combined. His speed feats makes him arguably the fastest living ninja. He has Rasengan(A-Ranked), Rasenshuriken variants (S-Rank), and TBB variations; those techniques can be spammed. Kage Bushins are very effective; example is his clones took down two edo Kages, Kimimaro, Toroi.
His Bijuu Mode is arguably the most versatile and effective and can be used for different ways of combat. He also has Sage Mode techniques and abilities and Toad Summons and was stated to have surpassed Jiraiya, who was nominated to be a Hokage by the elders, but was declined by Jiraiya.

Reason: Has attained MS and has powerful attack and defensive Jutsu from Amaterasu and Susano'O. Also has more powerful Genjutsu after attaining his Tsukiyomi (or MS Genjutsu as he calls it)

Reason: essentially turned the war around on his own and has Kage crushing Kage Bunshin.

Reason: Master of the rinnegan and its abilities, fought naruto and bee at the same time and was dominating until itachi stepped in to assist them, was head of the akatsuki,
Version: Healthy (war arc but not edo)

Tier: S
Reason: Invaded and destroyed konoha, and captured multiple jinchuriki, only lost to naruto at konoha because of plot i.e he had intel on pain, had help from a raging nine tails, pain wanted him alive or he would have used the gedo mazo or human path
Version: Crippled (using the 6 paths of pain)

Character: Jiraya
Tier: A+
Reason: was chosesn to be hokage but refused, held his own against pain, has powerful toad jutsu, but not quite at itachi or minato's level so he cant be S rank
