Considering it is noted he fought the Juubi AMD defeated it, I'd say he's stronger than any of the seen Hyuga purely on speculation. If we go by seen feats he's obviously fodder with the whole no feats to be shown...

The guy hasn't shown anything but sealing jutsu and has apparently created the moon, but its not confirmed just how.

First off, the word fodder is technically always in the plural case. Secondly, both yourself and I are literally misusing the context of the word.


Fodder

fod·der /ˈfädər/

Noun

1. food, esp. dried hay or feed, for cattle and other livestock.


Verb

3rd person present: fodders; past tense: foddered; past participle: foddered; gerund or present participle: foddering

1. give fodder to (cattle or other livestock).

Origin

Old English fōdor, of Germanic origin; related to Dutch voeder and German Futter, also to food.



The common use of the term today associates with the phrase "Cannon Fodder"


Which is a term best associated with 17th Century Warfare. During such a period, the practical war method was firing en mass with muskets/rifles. However, when assaulting an enemy, the fortified adversary usually occupied themselves with Cannons. As such, the best strategy came to be as follows.

The new and less experienced soldiers would march at the head of the regiment as the better, more skilled, and/or elite units filled in the back.


These soldiers at the front were regarded as "cannon fodder" because their initial purpose was to "feed" the cannons in order for the casualty rate in the veteran ranks to be at a minimal: the plan being that the adversary burns through their ammunition.




While you may argue that they are fodder, the problem is that they do not serve as anything to feed anything. You could argue that they feed the secondary character pool; however, considering there are multiple variations and diversities in the subsection it is negligent to label them as such... The reason being muddled through mass numbers.

To even further make the statement cloudy, they have served rolls that have ayed important to the series. 1) Hinata has saved Naruto on multiple occasions as well as helped him maintain confidence. 2) Neji served as an antagonist as well as someone who would later be a key ally. 3) Hiashi has displayed strength levels to rival top tier characters. 4) They have rumored relations to the Uchiha which gives them sub-plot importance.
