If blacks across the board have cut their birth rates, yet the percentage of children born out of wedlock has increased - then the social pathology is still expressed despite the average trend.
That's like saying: "If corporate employers constitute 70% of all terminated employment contracts, but had a 30% share of the terminated contracts... then it is still okay because employee termination across all businesses has fallen roughly 50% with small businesses retaining far more of their employees for longer."
Or - to put it in terms the average westerner will understand: "If the Yankees have hit 70% of the home-runs recently, they are still not the best home-run hitting team because back in 1970, they were hitting only 30% of the home-runs. This might sound crazy - but what you have to understand is that home run hitting fell across the board. The other teams just failed to hit very many home runs at all, with the whole league only hitting about 50% of the runs they did in the 70s - so the Yankees are not really all that great of a team."
What the data actually indicate is a trend toward fewer per-capita births with a higher rate of unwed motherhood and higher rates of birth among those single mothers.
Which means the problem is still growing in spite of the fact that births have declined across the board.

Tracking the global trend - welfare GDP burden decreased between 1996 and 2000 as part of the "dot com" boom. While many families were able to get off of welfare - we see a disproportionate response within the black community. While the welfare rate among whites was nearly cut in half - the welfare rate among blacks fell only by a third. This suggests welfare has become a cultural norm when taken with other data sets.

I suppose that is like calling bashing Islam racist against Arabs.
The data clearly show that the greatest threat to the black community is the black community. Further, when you actually do proper ethnic studies on blacks - the trends of Indian blacks are completely different from the trends of African blacks - whose trends are again different from native blacks descended from slaves. Who all have different trends from the Spanish Moors.
I'm not saying if you don't believe this you are a racist or anything like that. My reason for posting this was to inform people that not all black people fit the common stereotype of drug dealer, street thug, or men/women on welfare that sits at home not working. I read the entire article and I enjoyed it.
Generally speaking, the blacks I see who are successful are those who pay little/no attention to 'black culture' and simply apply themselves as any free individual would.
The problem is a bigoted view of blacks.
Why should Ferguson be held to a different standard?
Just remove race from the picture. A police officer shoots a kid who just committed a robbery. Portions of the town riot, burning down a gas station and looting liquor stores.
Is that acceptable behavior?
No.
Why do we insist they need to be "understood" and "apologized" to?
Because they are black. They are somehow incapable of behaving like regular human beings. Thus, we must try to treat them like pet monkeys who can't know any better and bribe them away from destruction.
Which is why I don't see it that way.
I have jokes cast my direction all the time. Would it be acceptable for me to demand money from the government because of it? Special employment protection? Reporting on the number of straight brown-haired males in any given work-force for diversity purposes?
Of course not.
While it is true that not all blacks "fit the stereotype" - the fact that the blacks who "fit the stereotype" of "black culture" tend to perform so horribly is not a coincidence.
So, yes, I will hold Black people to the same standard I hold Asian people, Finnish people, Serbs, Russians, Germans, etc.
If that means I'm a racist black-culture bashing wingnut in black-lingo - then so be it.
Personally, I think people focus far too much on race to determine if we truly are a post-racial America. It's like opening up the refrigerator to see if the light has turned off, yet.
