- Cursed Mark increases the potency of the user's chakra, but in expense of forcibly releasing the user's chakra as well which causes their chakra levels to tank and causes immense physical strain on their body.

- Sage Mode doesn't have that disadvantage. It increases the user's chakra potency and quantity, so they not on have enhanced chakra, but they use Natural Energy to increase how much chakra they release and also uses Natural Energy to increase their Chakra Reserves as well which eliminates the physical strain on the body and enables one to fight for a longer period of time. Not to mention that they have Sage Sensing which Cursed Seal users do not possess.

CM is Orochimaru's Senjutsu chakra, since Oro was never capable of fully controlling NE the CM would be a lot weaker than Jiraiya's Sage Mode.

Imo Sasuke's seal was only meant to be a training wheel for his power to progress a lot quicker than Madara whom he expected to surpass, in the Kage Summit his chakra was already compared to CS Level 2 and Juugo's influence in the War Arc didn't increase his Susano'o to any notable extent
