Shikaku in Signature.! U_U "Eh, Battling the Hyuga again uh. Better be careful this time." Says to himself and gives the Hyuga a cold stare.
"The weather conditions are also no in favour of me..There is very less light, It may be very hard for me to use my shadows.."
Shikaku then quickly forms a Raiton kagebunshin, The bunshin and him standing side by side. He orders the bunshin to attack the hyuga. The bunshin then rushed towards the hyuga to attack him. While this is happening shikaku performs the ram hand seal and raises his arm up, A electical discharge comes and hits the target.

Description: By Performing the ram hand seal the user will manipulate their chakra and they then raise their hand to the sky and an electrical discharge is triggered shocking the target.
Before the battle begins, Neji closes his eyes to focus. Immediately, he begins channeling a mass amount of his chakra into both of his eyes while weaving the one necessary hand seal [Snake with the right index finger lifted straight up], manipulating the chakra within the swift movement. After a moment passes afterwards, Neji can feel his veins bulging from his temples, activating his Byakugan."It will not matter what precaution you take, it will not be enough to beat me." As he is finished speaking, he notices that Shikaku had created a clone and sent him to come up close and attack me. Along with this, he uses his long range vision to sense a lightning bolt come down from the sky. Knowing exactly what to do, he spreads his arm like a bird & uses his body to create momentum and starts to spin. While doing so, immediately, Neji pushes chakra out of all his 361 tenketsu and then begins to spin faster and faster creating a dome-like shield, but this one makes his chakra into razor sharp lines and spins to attack the clone as he comes into close range and defend against the lightning jutsu at the same time.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil

Description: A rotation were the user makes his/her chakra into razor sharp lines and spins to attack and defend all in one move.
After he is finished spinning, he realizes that the Shikaku's clone had disperse into pure lighting. However, he doesn't worry. As Neji notices the free flowing lightning attack coming from his opponent, Neji draws out his katana from his scabbard in quick decisiveness. As the the lightning attack grows near, he points the tip of his sword toward the ground and dispels the lighting chakra before it can harm him. "Pfft..."
(Kenjutsu: Hirashin) - Sword Technique: Lightning Rod

Description: The user by use of a sword can use it as a rod to attract lightning currents that are channeled into the user from opponents attacks and by pointing the tip of the blade into the ground the user is then able to dispel the lightning charge nullifing the effects of paralysis. However this only works on free flowing lightning based techniques such as the Chidori current and not on focused lightning based techniques.
"He used his raw chakra to spin at very high force and dodged both of my attack.Meh, what a pesky little brat.Seems like I should not hold up against him and go with a full force.but seeing the weather conditions it will be too hard to rely on my shadows.I have to come up with a plan to take him out.I also can't get in short ranges near him as it will be too trouble some for me. Shikaku then gather his Doton chakra and slams the ground causing a slight tremor which make neji loose hi balance. As he looses his balance Shikaku quickly throws a flash bomb to the right of neji and forms the Ram -> Tiger hand seal and creates a large stream of sticky starch syrup and aim directly to the feets of Neji.

Description: The user After performing the required hand seals Ram → Tiger spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few metres, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channelling chakra to one's feet allowing one to walk upon it

Time span:
First the earth, then the flashbomb and starch field with a small delay between them.
When he counters the two attacks, Neji is able to see Shikaku form a hand seal and prepare to slam his palm onto the ground, and with prior knowledge, could tell that a earth technique is coming. Already thinking ahead, Neji jumps 4 meters into the air and avoids loosing his balance. However, when Neji notices Shikaku throw down a flash bomb, Neji laughs as the Byakugan can't be blinded by light. "A trick like that don't work on these eyes. Silly Shikaku, tricks are for kids!" Meanwhile, Using his advantage of being in the air, Neji builds up his fire chakra. As Neji is gathering a lot of said chakra, he quickly springs high up into the air. Without the use of hand seals, he molds the chakra inside of his stomach & forces it up into his throat and out of his mouth. As he releases the fire, Neji uses chakra manipulation to create three enormous fire bullets that rain down like meteors and smashes his opponent. After the fire bullets make contact with the ground, it causes a tall geyser of fire to rise up in the air. When this happens, Shikaku is burned to black, smokey ash.

The Fash bomb thrown Near Neji Creates a Lightsource on the Right side of him, Which indeed creates a Large shadow of him.Shikaku while landing moves his leg near the light source . Since the object is very close to the light source it creats a massive shadow that engulfs Neji's shadow thereby restircting his movement.
I then close my Hands and Restrict Neji's movement.

Description: The user will throw flash bombs behind themselves to not only blind the enemy but to also extend the range of his shadow indefinitely. Why don't we settle this with fists; Man to man!" After uttering those words, performs a double back flip into the waterfall and uses the water source to create a water clone made to throw him out of the way in case Shikaku attempts to use more Shadow techs.

As Shikaku see's Neji charging towards him I high speed. Shikaku Quickly gathers his chakra and traps the opponent in a Genjutsu. The opponent thinks that he's charging at him while actually he is running in circles since getting trapped in the genjutsu.

Description: The user casts an illusion on the opponent that makes them believe they are travelling in a straight line, when instead they are moving in circles. This is only effective on moving opponents. If the opponent travels in the circle for hours, they will be exhausted.
After affecting the opponent in genjutsu. Shikaku quickly performs three hand seals such that Neji feels like as if the ground below him starts to break apart and he's going to fall under a crater.(If neji manages to release it He will immediately feel that he has got caught up in a quick sand.)

Description:
The user will do a sequence of 3 handseals, putting his opponents under a double layered Genjutsu. The user is able to create false surroundings to fool his targets, much like the simpler version of the technique. However, the illusion is in fact layered. If the opponent manages to release the first one, he will then feel the effects of the second illusion. If, for example, the first illusion is that of a desert and the second that of a forest, upon releasing the first one, the opponent will see the desert fade away while the forest appears around him, making him think he dispelled the illusion while in essence he is still caught in one. Each illusion is equivalent to C-Rank and both are casted at the same time. While normal releases will release only one illusion at a time, a strong enough pain or an external source of chakra can dispel both at the same time.

-- As Neji is seemingly charging towards his opponent, he noticed that with the speed he was traveling in, he should've gotten to him by now. It seems as Shikaku was able to keep his distance, but not even having able to move. After running for 9 minutes, he takes a look at his arm to check his chakra flow. With his Byakugan, Neji is able to tell he is under a genjutsu. To break out of it, he takes out a kunai and pricks his hand. When he is out of it, he very briefly pants for breath. Afterwards, he sees his opponent weave three hand seals and suddenly feels the earth break apart. As he falls onto his knees, he takes a look at his hands as he tries to get back up and sees that his chakra is again disrupted. Neji bites his bottom lip and breaks out of the genjutsu. Right when he is out of it, he immediately feels that he is sinking in quicksand. However, since he fell under two genjutsus already, Neji looks at his arm and sees the continuing disruption. Finally, he bites his tounge, but without cutting it off and releases himself out of the last genjutsu."What a pain in the arse. Clever as always Shikaku; but that's not enough to stop me."
As he is saying those words, Neji still finds himself in mid range. Ready to go on the offensive, he begins to channel up enough of the required chakra and concentrated hard to use nature manipulation to change it into water. Neji then took that gathered suiton and sent it to his mouth, where he temporarily, strongly compresses it. After a short amount of time, he spits out the water as a wave of water and guided it toward Shikaku. While he is distracted with the water bullet, Neji scoots over to the left. He begins to gather and mold his futon chakra inside of his lungs. He then takes a deep breath, and quickly exhales a large, spherical blast of wind that repels his opponent back, along with an objects near him and into the nearby cliff wall and knocks him into long range.[So pretty much, the water hits you and then the wind blasts you]. As Shikaku falls after his back hits the cliff, Neji stretches both of his arms out & spreads out both of his hands [with his right and left thumbs barely touching], he quickly begins to gather and charge up chakra into both of his hands. At the blink of an eye, Neji forces out a combined burst of chakra from his palms that blows his opponent further into the cliff and breaks several of Shikaku's bones. After all that, he reaches into his pouch and retrieves one of his kunai & hurls it at his opponent's heart."What a pity."
