Ah Yes,The Easy part.
First off,Following this:

I would Have: 700 Chakra/750 Health
And you have: 1,200 Chakra/1,250 Health
How it works is,I use an Attack Then My Chakra would Decrease.
Such as:

Mark Stands still.
As the Wind Blows trough his Hair.
he Swiftly Raises his Right palm.
As He Molds his Raiton Chakra.
A Wave of Lightning Bolts is Hit at his opponent.

(Ration: Ikazuchi Kashou) - Lightning Release: Thunder Burn

Range: Short-Mid
Chakra cost: 10
Damage points: 20
Description: The user moves his palm unleashing a wave of lightning bolts at the opponent.

If i did that,Then From the 700 Chakra i have,I would Lose 10,Thus I would have 690.
And now,If you where to Throw a Kunai With paper Bombs attached.
(You can't do Anything else,Except basic E-ranks)
it would depend on how i dodged it.
So,Do a Standard attack at me.
Such as a Freeform Punch or Throw Kunai(Paperbombs can be added) Or shuriken.

Try To Be More Descriptive Tough.
Such as.
As Girahim Looks at his Opponent.
he Takes time,Thinking about an Attack.
He Decides to Throw a Pair of Kunai.
As He Throws 3 Kunai with Good Precision,Hoping to Hitt is opponent.
If you post,Try to Give information about what your Bio is Thinking,Feeling Etc.
In any Way.

About Damage.
Its More of a Side thing.
if someone gets hit Point Blank By a C-rank jutsu.
he Can Get Killed,The Damage is Only for those who really want to win.
Altough,Most people Dodge jutsu and such.
If they get hit,Depending on What sort of an Attack it is,They Will let themself Die.

You Want to Win?
You use the Classic Battle System,Allowing Jutsu To Give you Damage Points.(No Changes to your Char)
Or
You Want Fun
You Use the (My opinion) Better System.
As You get Hit,You Get Interactive.
Such as,A Taijutsu Blow against your Right arm.
You Decide that it Gets Broken,Thus,Unusable.
Or You Get hit by a Kenjutsu Tech.
You Are Stabbed,And Bleeding.
Thus Slowing you due to Pain.

Etc?

The Bunshin No Jutsu is an Illusion,it Can't attack.
Altough its a Nice attack,Even to use in Professional battles.
You can use it Like this:

As they face each other, Ghirahim and Mark both stand silently still, both waiting for the other to make a move. They stay like that for a few minutes until Ghirahim get's impatient. He cautiously reaches for his pouch to grab 4 sharp shurikens. He quickly jumps back and throws the shurikens at Mark with surprising accuracy.

He Quickly Reforms his Stance Into a Defending Form.

The Final One Scratches Straight by his cheek.
"I am Impressed..."
As he Dashes Forwards with Great speed.
He Reaches Upto your Location and Does a Twist.
With Both Kunai Pointed Out,He Forms into a Slow Moving Tornado.
as the Kunai Slash Ghirahim Multiple Times.
