Walking to the arena, Neji take a glance around the place and directly in front of him about 10 meters away he see's one of the legendary Sannin Jiraiya. So Master Jiraiya, you're the one who trained Naruto, right? Well let's see how powerful my rivals master truly is!

Not sparing a single moment, Neji would then instantly make a hand seal, the veins from his eyes becoming visible he had activated the byakugan. Immediately after he would make another single hand seal while concentrating his katon chakra with the inhaled air to his mouth and lungs. Gathering the perfect amount, he would then shoot up 8 great fireballs, 2 of each falling down from your left, right, front and back that would come raining down on Jiraiya in an arc. As the multitude of fireballs would collide with Jiraiya and the area around him, the fireballs would explode and destroy the stone flooring which would cause big chunks of debris flying around the area which would smash into him.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the dōjutsu kekkei genkai of the Hyūga and Ōtsutsuki clans, inherited from Kaguya Ōtsutsuki. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, shinobi with have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters and Otsutsuki clan members will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. Not only can they see chakra flow, but also the circulatory system and even the 361 tenketsu (even of their own). Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if they're a master). This field of vision has only one blind spot; slightly above the 3rd thoracic vertebrae and facing backwards. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away.
Note: For Hyugas, activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil
Note: Hyugas must be activated to use Gentle Fist (Jyuken)
Note: Its tracking abilities are equal to that of 3 Tomoe Sharingan.
Note: Only Hyugas possess the ability to utilize Jyuken, However, all Otsutsuki clan members possess the ability of passive activation.

Description: Kneading his chakra and then converting it to fire, the user will do the Horse → Tiger → Snake → Ram hand seals as he inhales, exhaling into the sky a multitude of great fireballs (up to 8) at the same time which then rain down on the target from above causing severe, widespread damage around the field. These fireballs have explosive and concussive abilities, similar to other fire techniques.

Jiraiya stood in front of Neji, it seemed he wanted to see how he would fare against him. A bit surprised that he went straight into it.

"Well no time to talk I guess..."

Jiraiya saw the activation of the Byakugan as well as Neji releasing 8 large fireballs into the air to fall down on top of him. Jiraiya instantly after seeing the fireballs being shot into the air in an arc, releases a small burst of chakra into the ground beneath himself, using the chakra to create a pillar that pops out of the ground and with it, it thrusts Jiraiya forward with great speed in a straight line towards Neji. While moving towards him he creates a powerful ball of spinning chakra in his right hand which he thrusts forward aiming at Neji's chest.

Description: Rasengan was a Ninjutsu technique developed over the span of three years by the Fourth Hokage, Namikaze Minato. The technique was taught to his sensei, Jiraiya, who then passed it on to Minato's young son, Naruto, years later. The technique is unlike many other jutsu in that it does not require any hand seals. It just relied on the ninja's ability to mold chakra. The ninja concentrates a contained, fast, rotating sphere of chakra in the palm of their hand, which can create a destructive impact.

 

[Neji Hyūga2]

As Neji watches Jiraiya place his chakra into the ground, moments after he would see him launch himself towards Neji. Mid way through the dash with his byakugan he see's Jiraiya creating a concentration of chakra in the form of a ball.

So that's the rasengan I've heard so much about...

Tracking his movement and paying attention to his chakra points and vitals, Neji would stand still until Jiraiya's rasengan was just about a few feet from his chest. At that moment Neji would then extend his right arm out with his palm facing towards Jiraiya unleashing a big burst of chakra in which would collide with the rasengan and the rest of his body, shooting him backwards and completely destroying his internal organs.

As Jiraiya rushes in to strike with his Rasengan, he notices how Neji takes his usual stance before engaging in close combat. As Neji generates and releases the chakra from point blank range, Jiraiya reacts immediately, having his guard up and prepared for Neji's assault, even though not knowing it would have been a burst of chakra. But the moment after Neji released this burst, Jiraiya released a burst of earth chakra through his body which turned out to generate a massive earth armor which instantly grew from his body, being incredible strong and resistant, it would easily handle the burst of chakra and due to his massive weight he just gained due to the armor how could a burst of chakra shoot him away? land in front of neji with the armor on, he thrusts his fist forward smashing it into his right side.

Description: The user releases a burst of earth chakra from all over his body. As he does this, a multitude of rock seemingly grows from his skin, forming a large, dense armour or rock much bigger and bulkier than the users original size. The armour can be manipulated and used to create extendable weapons to strike a target with like rudimentary swords or hammers. The downside is that the user cannot mold techniques from other elements a part from earth while sustaining the armor. The armor can be manifested in only specific parts of the body if the user so chooses.

Seeing as Jiraiya was forming rocks around his body with his byakugan, he had a solid layer of earth around him to protect himself against my chakra burst as well as gaining a lot of weight to not be pushed back. As he's running directly towards Neji he would then make a Tiger hand seal with his left hand concentrating his doton chakra which would make the floor underneath Jiraiya's feet turn into mud, which he would then be stuck in. With the added bonus of his earth armour giving him a lot of additional weight, he would keep sinking deeper into the ground.

Description: After forming the needed hand seal Tiger, the user transforms the ground underneath their opponent into a river of mud that throws them off balance and away from the user. The mud created by this technique can also be used as a medium for the Earth Release: Earth Dragon Bullet technique.

Continuing to sink more into the mud, Neji would reach for his back pocket with his left hand revealing a scroll. Focusing his katon chakra into the scroll he would bring forth a flaming tiger which would be targeting the trapped man in the river. As the tiger begins to run towards Jiraiya it would pounce up just before the mud began and latching itself onto him via claws, exploding. The explosion would not only do massive damage to you but completely destroy your earth armour as well as crash the stones into you with great force severally hurting you and rendering you completely unconscious.

Which means i was very close to you and ready to swing my arm and attack you immediately after using my earth technique. But its all details, I will continue as if I was further away running towards you I guess...

btw that technique does not make like a pit of mud, it makes mud that flows in a direction and is actually not deep enough to sink a person in.

As Jiraiya moves with the armor having just tanked the chakra blast, suddenly the ground beneath him turns into mud. Quickly he dropped the armor from his body standing on top of the pieces of earth. while standing on these pieces of earth he performs and releases a large fireball towards you which burns the ground and the mud, creating a crisp surface he can stand on, as the fireball continues towards you before you can perform your Fire technique. the fireball is followed by Jiraiya leaping backwards and running away, further away from you, to get into long-range.

When combined with Wind Release: Pressure Damage, this technique is amplified to the point of being able to evaporate a large amount of water in an instant.

Was actually a few feet, which would give me plenty of time to do a counter move. As far as the mud goes, I didn't know that. I assumed it actually meant a deep river of mud cause you know, rivers are typically deep but thanks for clarifying!

Jiraiya on top of the stepping stones would begin to perform then release a katon jutsu that would come head on to me just a few feet away as well as use that opportunity to jump back to long range. Neji, with the help of his byakugan would see that Jiraiya was gathering chakra as he was performing his katon jutsu. Spinning his body in a clockwise motion while simultaneously releasing chakra from all his tenketsus, he would create this massive dome of chakra. This dome would then make contact with the katon jutsu completely repelling it as well as not harming Neji in the process. Standing in a huge crater caused by the Rotation, Neji would instantly jump backwards out of the crater to ground level, still long range from you. Looking directly towards you over the landscape

I didn't think this match would be this hard. You are definitely someone who lives up to the title Sannin.....as well as Naruto's master.

Rising his right hand he would make the tiger hand seal as well as take a large breath of air just before releasing a dragon head-shaped fireball. Skillfully maneuvering the fireball towards his opponent, it would fly over the landscape directly towards Jiraiya. The collision would cause impact damage since the fireball is condensed, acting almost as a solid as well as burn your flesh in the briefest of contact with it. Following the release of the fireball, Neji would immediately begin running forward reaching to mid range when the fireball would strike.

Description: After performing the hand seal Tiger the user compresses a large amount of chakra built up inside their body, before instead expelling it in the form of a number of dragon head-shaped fireballs. The user then skilfully manipulates that great fire, and attacks their opponent. The temperature of the created flames is so great that, even with the briefest of contact, they are capable of easily burning human flesh and the fireballs are dense enough to behave almost as solid, being able to deliver impact damage in adition to the fire damage. However, this also means that they can be deflected as a solid projectiles.
