That Naruto, what had he been saying now? We all the next generation of Ninja gonna come along wanting to fight Jiraiya? He didn't have time for that, he had ladies to seduce, but he guessed one couldn't hurt. Atleast this one wouldn't call him pervy. Jiraiya dispersed his toad in a puff of smoke and stood with his hand out ready possing with a grin on his face.

OOC: In this match, I'll be using the elements that are said Neji knows in the databooks. Those elements consist of Fire, Water, and Earth. I have Fire at primary and Water and secondary while Earth is at B rank.
As Neji would stand idly watching Jiraiya disperse from his toad and stick his hand out, he'd give off a small smile.
Naruto didn't have to say anything. It's something I've observed with my eyes and I wanted to see beyond that.....even with these eyes!
Upon saying those words, Neji's Byakugan would passively active. The bulges besides his eyes would stick out with veins running all over, staring at Jiraiya.

I've come a long way Master Jiraiya. I'm no longer bound to my Gentle Fist, I've branched out (no pun intended) and learned many elements trying to keep up with my rival, Naruto.
Neji would then proceed to make a single hand sign while gathering his Katon chakra as he would inhale air. Exhaling that gathered air now, he'd fire a decent sized fire ball in the direction of J-Man.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the dōjutsu kekkei genkai of the Hyūga and Ōtsutsuki clans, inherited from Kaguya Ōtsutsuki. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, shinobi with have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters and Otsutsuki clan members will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. Not only can they see chakra flow, but also the circulatory system and even the 361 tenketsu (even of their own). Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if they're a master). This field of vision has only one blind spot; slightly above the 3rd thoracic vertebrae and facing backwards. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away.
Note: For Hyugas, activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil

Jiraiya liked to play around with the newer generation. He'd had quite the fun training Naruto, but he knew this one would be different. He'd observed the Hyuuga over the years and they had a proud formality about them, it was interesting to see. He was well aware of their Gentle fist from hearing from Naruto from the chuunin exams. He'd had old friends that were users of it too. Even some of his students had like Vision, House and Scorps. But for now he should probably focus on this young gifted ninja. As he's thinking this the fireball is being shot towards him. He smiles dashing forwards towards the fireball, as he does he throws a kunai diagonally up so it comes down on you from above with an explosive tag attached, now, clapping his hands together he hardens his entire body with earth chakra leaping through your fireball unharmed landing crouching 7m infront of you, smiling.
Come on kid, you can do better than that....
As he says this the kunai is above you, as Jiraiya claps his hands together mutiplying it so 5 rain down 5m all around you from above stabbing you and landing on the ground. He doesn't detonate them as he's not trying to kill you, just seeing what you've got.

Watching with his Byakugan that Jiraiya would start to run towards the fire ball and transform his body to what appeared as black rock, he'd run right through the fire. Upon going through it, with his eyes he would see that he'd be smiling just before clapping his hands together multiplying his kunai he'd launched into 5.
Smiling back, Neji would start exerting chakra from all his tenketsu's through his body while rotating clockwise. Spinning faster and faster and using the momentum of the chakra being shot out to spin even faster he'd start to form a dome while shape manipulating the chakra. This would create a perfect dome which would collide with the oncoming kunai making contact with the dome and then would be bounced back, landing around 4 meters away from Neji. He would keep pinning until the raining kunai would have subsided, to which he would stop his rotating motion, standing in a small crater.

Extending his hands towards him, he'd sent the watery vortex flying forward as it would cascade into a rampaging wave that would collide with his opponent.
(Suiton: Suishōha) - Water Style: Water Shock Wave
With the wave on the move, Neji would start to run in the direct of the master. On the way, with having sufficient amount of water around, using his natural Gentle Fist chakra manipulation he would start to condense the water that would be traveling into a dozen needles. Pinpointing the pressure points of his body he would fire off them while he's being swept away from the wave. The points being attack would be enough to unable you from movement but not be lethal.

Jiraiya had heard about the hyuuga's ability to spin and it was just what he'd expected. The rotation that can push anything away. But not far enough away to make Neji safe from Jiraiya. As Neji went to clap his hands together for his water jutsu, Jiraiya performs one handseal of his own, dentonating one tag behind Neji. It's not enough to really hurt him, but the blast would go off and knock neji forwards making him unable to finish his water jutsu before it could fully form.
I expected move from you kid, but lets have a bit of fun....
As he says this he releases his chakra into the kunai on the ground around you causing them to side up around you, only about 10 of them. He sends one at your right leg from your right side stabbing you in your calf and sends another into your left leg from your left side seeing how you will react and recover from the blast:

Being propelled forward from the explosion caused by the kunai, Neji wouldn't be able to finish his water technique. Because of this, however, he would use the momentum gained from that to move on forward while still keeping his eyes on the opponent. Now running, he'd see that the kunai that were spread across the ground started to levitate and have chakra infused within them. Two kunai would make way from what it looked like would be a low attack, likely the legs to stop Neji's movements. Though, just as Neji happened to observe the levitating kunai he would have performed the Snake hand sign with his right hand while gathering his Doton chakra within his body. This would make his skin become steel-like being able to keep running forward while brushing off the kunai that were being fired. Neji would be closing the gap between them, approaching the 3 meter mark

Taking notes from you, Jiraiya.
After saying those words, Neji would retract his right hand after performing the previous hand sign to attack the body of Jiraiya, following that up with his left and then right again. Doing this a couple times, precisely attacking his body he would be sending it chakra through the palm thrusts, internally damaging him as well as physically hurting him since his physical attacks are augmented by the Doton around him. The damage sustained from the internal attacks would also paralyze you, making you unable to move.

As Jiraiya watches using the floating Kunai he sees neji's skin darken and smiles. He used the same jutsu as Jiraiya it would seem. Nice little counter. He was now 3m away from jiraiya, but he wasn't worried. Neji truely under estimated Jiraiya's close combat capabilities, he may be an older man but he's still got the moves. He sees neji jump forwards and claps his hands together, creating a river of mud under neji pushing him back where he came from and with another handseal detonates the two tags around you in the mud covering you in mud and knocking you out:

Approaching J-man, he would then be swept back as a river of mud would appear. Starting to flow away from him he would notice with his Byakugan that there were a couple kunai with explosive tags in the mud. Seeing those, Neji would perform the Tiger hand sign as he would be concentrating his Doton chakra. Jiraiya watches as you are pushed up by your rapart going up out of the mud. He smiles thinking to himself you have a bit of skill. But it wont last. He smiles forming a single handseal causing the earth holding you up to shake violently throwing you off back down into the mud river trapping you as Jiraiya laughs.

While onto the pillar he'd see as Jiraiya would perform a single hand sign. Moments after the ground would begin to shake violently. This would cause Neji's balance on the pillar to fade away as he's starting to tip over. Maneuvering his body, as he would fall he'd kick off the pillar at the front, flying towards Jiraiya. As he'd be airborne and making way towards Jiraiya, he'd start to continuously extend and retract both his left and right palms.
(Hakke Kakuu Raishuu) – Eight Trigrams Aerial Attack
Continuing the motion he was, he'd begin to fire off bursts of compressed chakra from the palms of his hands. Going back and forth with each palm as he would fire off a total of 4 palm bursts. Each of the bursts were fired to aim for something specifically, the first being shot at the left leg, the second being fired at the torso.
