leisurely made his way across the tundra, a small wind carrying lofts of sand and dirt around close to the ground. The air was dry, as though the area had its life drained from it in its entirety. Desolate, less like a real location and more like someone's faded memory of one. Tobi himself didn't quite mind; in the end it'd be no different than any other place in the world once Project Tsuki no Me was complete. But before that, it was a matter of business.
He stopped some ways from the person he was tailing. Quite young for a shinobi of this caliber. Had he even reached puberty? Tobi's Sharingan swirled into place, the onyx of his eyes pushing back until all that remained of it were his pupils centered on a sea of red. "I don't suppose you'll point me towards the Jinchuriki traveling around here, will you, boy?" Tobi asked coyly.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Sharingan is the kekkei genkai of the Uchiha clan. Unlike the other Dōjutsu, not all members of the Uchiha Clan possess the Sharingan. This great Dōjutsu seems to awaken only on exceptional Uchiha members and only in times of great stress. Once awaken, the pupil turns red and a single tomoe (巴) seal appears around the center pupil. As the user masters and evolves their eyes, the tomoe (巴) seals increase, topping 3 per eye. The main ability of the Sharingan, like any other Dōjutsu, is to enable the user to see the flow of chakra. This ability is further improved as the Sharingan gives color to chakra, enabling the user to differentiate chakras from different people or from different sources. Although the user can see chakra through matter, he cannot see beyond dense matter or in long distances. Coupled with the ability to see chakra, Sharingan users gain acess to an incredible clarity of perception that enables them to read insanely fast movements or minor details, enabling them the ability to foresee in an easier way, traps, incoming attacks, etc. This clarity of perception is so great that a Sharingan user can sometimes start performing a counter to an attack that is still being performed, enabling the counter to be launched only a split a second after the attack. This clarity of perception leaves Sharingan users able to track high speed movement easily as well as to read through handseals. This last ability enables them to learn techniques much faster and sometimes copy them directly from the enemy, as long as the user has the necessary chakra affinities and requirements to perform it. Finally, the Sharingan is often linked to Genjutsu and mind-manipulating illusions, mostly because the user can, mostly through Eye Contact, directly and precisely use his chakra to manipulate the enemy's chakra flow. In return, the users clarity of perception gives him the ability to more easily decipher visual illusions cast upon him and see past them. The Sharingan has a great cost to the user though. The chakra consumption disables its use for long periods of time and, even when the user grows stronger, it's still hard to keep it active for long periods of time.
Note: The user, if he hasn't gained full mastery over his Sharingan, will need to spend a move to activate it, although as long as he has chakra and enough stamina he'll be able to keep it active until the end of the match. If the user is Sannin Rank or above and has gained his 3 Tomoe Sharingan and held it for one month, he becomes able to passively activate it, meaning he'll no longer spend a move of his 3 per turn.
Note: To avoid direct Eye Contact and be able to focus only on the body movement below the chin, the opponent needs to have mastered Taijutsu to possess the necessary skill

Description: Kazan Kuroja is an artifact wielded by Jinchuriki of the Yonbi dating back to the days of the Sage of Six Paths himself. The staff allows the jinchuriki to truly attune with the powers of Son Goku, granting him the ability to become at home even amid the perilous lava-filled landscapes that his ninjutsu produces. The staff in truth is a shakujo and is composed of a smooth, pitch black volcanic stone of unknown variety. A weapon made to survive ages and battles untold, Kazan Kuroja is indestructible, though its small size makes it a completely inadequate defense for substantial attacks of even low ranks. This essentially just prevents it from being broken. Kazan Kuroja is meant to make Son Goku's jinchuriki as he is: powerful enough to both walk among volcanos and to carry their full power as your own. To that end, Kazan Kuroja has two abilities: the Gait of Son Goku and the Impact of Son Goku.
Gait of Son Goku: An ability that most wielders of the staff have found vital to safely use Son Goku's enormous power, Gait of Son Goku allows the user a respite from the incredibly intense heat that their lava jutsu produce. In a manner similar to the one used in the Lava Skin technique, this staff attunes the user's own body to their lava jutsu as they use them, allowing them to coexist with the element as if it were water. This effect applies only to the user's lava jutsu. High temperature attacks used by the opponent and even fire jutsu used by the user will have normal interactions with the user's body. Of course, this effect can be ended should the user lose the staff, so they must act with caution when taking advantage of this effect.
Impact of Son Goku: The purpose of the staff's anterior function is to lend the user the unpredictable, destructive nature of a volcano. While wielding the staff, the user is able to use it to expend one of their move slots to focus additional chakra into an earth jutsu they use in the same timeframe. The amount of chakra is proportional to the chakra in the jutsu targeted by a 1:1 scale. The purpose of this chakra is to focus the earth technique in such a manner that it builds up an enormous amount of pressure and lava inside itself upon its creation. From here, the earth jutsu functions as it normally does, though evidence of the alteration are observable in the form of the earthen structure shaking, similar to the way earthquakes prelude a volcanic eruption. Furthermore, small, glowing orange/red lines will line parts of the earth jutsu's exterior. As the technique moves, the pressure grows until it travels a mid-range away from the user, hits something, or reaches the end of its movement at which point in time the earth jutsu will erupt, releasing a blast of incredibly hot, highly pressurized lava in a direction chosen at the onset of the technique by the user.
The power of this aspect of Kazan Kuroja is determined directly by the power present in the original earth jutsu, and as the earth jutsu acts as the host for this technique its range, chakra cost, damage and shape will be maintained and used in the Impact of Son Goku. For example, if an earthen dragon were to be affected by Impact of Son Goku, the resulting eruption/surge of lava would carry the same appearance and stats as the earthen dragon, though it obviously counts as a separate jutsu, and a lava one at that, minus the passive damage boost. As such, its usage carries restrictions. The Impact of Son Goku is usable 3 times per battle with a 3 turn cooldown between uses. Description: These tags allow the jinchuuriki of the Yonbi to easily and subtly carry lava with him wherever he goes. To this end, the user must first create a large source of lava which they will then seal into a set of tags. The seal used for this process is inspired by the one used for explosive tags. The seal, marked with the kanji for lava, requires much more chakra and time to make and therefor the user can only carry four tags, though it still carries regular tag jutsu interaction similar to explosive tags, ftg, etc... The tags can be released in one of two ways: the simple freeform detonations similar to explosive tags, or using the tags as a source for lava jutsu. In the case of the former, the tag will simply release an omnidirectional surge of lava in a short-range of itself. This lava is obviously very hot and dangerous, but lacks force and is merely considered freeform in terms of its damage and can be countered as such. Although the user can detonate/draw from multiple tags at once, the only advantage to doing so is the creation of more lava. In the case that multiple tags are detonated at once, they collectively only benefit from other abilities once. For example, 2 tags being activated simultaneously only gain Roshi's passive buff once.

Noro had been wandering the tundra for a while now, reluctantly searching for his target, wholly unaware that he himself was just as much prey as predator. This was his first target, and the boy was nervous. He had already done some work for Morgana, killing bandits, collecting debts, but nothing like this. The witch had warned him that this would be the first real test of his prowess, as he was hunting a notorious shinobi.
And so it was that anxiety filled the lonely young jinchuuriki as he trapsed through the tundra, shivering. What if he failed to kill this man? What would Morgana do to him? And what if his target defeated him? What would he do to Noro? And then, what if he did succeed and kill the man? Noro hated killing, the guilt it made him feel. And this man? A stranger he knew nothing about? Overcame, his eyes begin to well up.
And he finds himself falling, deep into an amber lit pit, bubbles flowing up around him, drowning until he finds himself before the beast within him, Son Goku, bound spread eagle with chains, leering at him. "BOY, enough of this cowardice!" The ape cries in his usual jeering voice.
In response, Noro can only sniffle and look away. He hated when Son treated him like this. He was the only one who could understand him at all, yet he was so cruel, so demanding, just like everyone else.
"Don't sniffle and shun me like that, boy." The harshness in the ape's voice lessens, briefly, but there is still no note of kindness. "I despise all of you, but to think I'm trapped in such a coward, of all people. At least Roshi didn't fear his own shadow!"
The boy's watery eyes slowly move upward to meet the bijuu' vicious visage, a look of slight defiance finally adopted."I'm not afraid of my own shadow.."
But Son Goku only cackles. "Great! We can add it to the long list of things you don't fear. Along with butterflies and chipmunks." The ape sneers scornfully at the boy, yet before he can muster a reply, he is brought back to the real world by the words of a stranger behind him.
"I don't suppose you'll point me towards the Jinchuriki traveling around here, will you, boy?"
Caught off guard, Noro whirls around, hastily wiping the tears from his face as he does so. Upon seeing the man, he can't help but to gasp. It was him, the target. And lo and behold, he too was only concerned about Noro for the beast that was trapped within him. Just like everyone else. He clenches his fists, a flare of anger at least rivaling his feelings of fear and apprehension.
"You've found him alright," he mutters angrily.
As the words leave his mouth, the battle begins, the sudden wrath of the child jinchuuriki pouring onto the battlefield. In an instant, Noro converts all the ground within a seven meter radius of him to violently convert into liquid lava, erupting upward and forward in the same moment. Noro himself rides atop the eruption, allowing it to carry him upward and forward above you while the lower portion of the lava "wave" collides with you. Using the Gait of Son Goku and some chakra in his feet, this is as easy to accomplish as if the eruption were merely composed of water.
(Kyousei Yoton no Jutsu) - Greater Lava Technique

In alternative, the user can also exhale lava from this mouth which will be shaped into his desired form.
Note: Can only be used by Son Gokū and his jinchūriki, Rōshi.

The boy uttered his words under his breath, practically inaudible, as a response to Tobi's question. The Uchiha would have missed it had his visual prowess not allow him to read his lips with precision. So this was his target after all. In the right position, Tobi would pull from his pouch an explosive kunai. Already calculating where Noro would be positioned by using the analysis he did before on his speed, positioning, and timing, Tobi would aim his swipe so that his hand would pass through into Noro's leg, phasing through the bottom of his foot and into his tibia from below. Tobi would release the kunai while it was inside, allowing to regain its solidity within the boy's very bone, and allow his momentum to keep him carrying him through the wave, his Phasing Migration allowing him to remain intangible as he descends and phases through the ground, moving through it to re-emerge 12 meters behind Noro's previous location, outside of the area transformed into lava. He would turn around in time to see the explosion erupt from within Noro's leg as the explosive tag goes off, blowing the leg clean off.

By overlapping his entire body with a sufficiently large object, such as the ground, he can not only conceal himself from view, but also erase all traces of his chakra. Obito often exploits this characteristic to ambush his opponents from below. Though unable to establish any physical contact while intangible, Obito can move while phased at great speeds and can trigger the technique on instinct alone, relying on his Sharingan to perceive and calculate attacks and how to activate the technique in the most precise manner. He also seemingly possesses the capability to extend this intangibility to whatever he's presently touching, as long as he is able to maintain some form of contact with at least part of the desired item. While I think the jokes that could come from Phasing Migration usage like this could be great, they can't be allowed to happen. This reminds me of the Genki issue from two years ago, although it is a bit different. One can't spawn objects inside of people. Matter doesn't just superimpose on matter. Using Phasing Migration like this isn't just a 'massive buff,' in the words of Inch, it is pretty gross abuse of what it can do. If the technique could be used like this there would be almost no counter play for most people. Basic Obito bios would be able to phase their arm into someone's neck and take someone's head off.
I agree that just because it didn't happen in the story, doesn't mean it couldn't happen in the RPG. That makes sense. But that really isn't the heart of the issue here. There's no fair counter play to using Phasing Migration like this.
Onto the issue of releasing an object from Obito and having it lose intangibility. When Obito uses Phasing Migration, or his own version of Kamui, my understanding is that he transports himself to the Kamui dimension. This includes objects he is in contact with at the time of the transportation, meaning they go with him. So in reality he isn't in this dimension at all anymore, although canonically I am unsure as to why he can still be seen because all other traces of his presence are erased (chakra sensory, etc). Anyways, I'm inclined to agree with Inch that in order to release the object one would have to transport themselves back to the real world, object included. But this is really a side issue to the usage of Kamui, which as outlined above was pretty clear abuse.
So I guess this means Riker's attack wouldn't occur, or at least not in the way described. Meaning he has to either unphase (transport back) or not attack. But if he does attack, the kunai would not superimpose on the bone in the way described.

Noro narrows his eyes as the words leave your mouth. More assumptions about him. He had never met the Tsuchikage, what did any of this have to do with him? His resentment flaring, your words make Noro feel more at ease with what he's about to do. For a fleeting moment, he's even hopeful that the battle is already over as no obvious counter occurs as he rides the wave of lava over where you had stood. Yet even as hope spreads through him, he remembers Morgana's words. Take no victory for granted. As the wave subsides towards the ground, Noro glances back over his shoulder and sure enough, he sees you there, rising eerily from the frozen earth as Noro touches back down, ankle deep in lava, 25 meters away from you
"But how? ... He must've traveled through the earth. But what about when I take that from you?"
After forming a single hand seal, Noro slams his hands on the ground, causing an immense square of earth before him to suddenly plummet 30 meters, with you at its center. As a result of the immense speed at which the earth lowers, it is jerked away from your feet, causing you to lose your footing. Given Noro's position at the edge of the pit, he does not lose vision of you.

Description: This technique grants the user the ability to freely lower or raise the terrain within a specific area surrounding them, in a similar manner to its parent technique, albeit on a much larger scale. The user will slam his hands on the ground which he can then lower or raise the ground up to 100 meters in a large section. The rise will be fast enough to pin enemies to the ground, restricting their movements as they struggle to get up and the drop will be fast enough to leave almost all enemies without a footing (albeit not airborne). Because of the large chakra needed to alter such a large area of the terrain, the user will be able to use it only a limited number of times.
Note: Can only be used twice.
Without the need for hand seals, Noro proceeds with the reformation of the battlefield, turning the walls and floor of the freshly created pit into searing hot lava as he stands. Moreover, he causes quite a bit of the targeted earth to transform, extending to 10 meters past each targeted surface, though he leaves the ledge he stands on as earth. (Five meters below him and on either side him remains as earth, 10 meters behind him, obviously, creating a sufficiently large overhanging ledge.)

Description: A jutsu that helps bring out more substance for magma jutsu, can also add a certain twist to the battlefield by changing a rocky terrain to a fiery terrain of lava. The user will focus his chakra into any earthen substance in his range and heat it up, transforming it into Lava. Its best used on the battle field ground, where large areas and fields of Lava can be created. The lava is incredibly hot and fluid and as such very damaging to the touch. However, it will eventually cool down and harden into rock with time.
Note: Usable once every 4 turns and lasts 3 turns.
Note: Can only be used by Son Gokū and his jinchūriki, Rōshi.
Naturally, the liquidity of the lava causes the transformed walls to rush down and in towards you as you sink into the unfathomably destructive lava beneath your feet. Naturally, Noro's tactic here is to prevent you from merging with the earth again while simultaneously taking the high ground. Even so, he now knows to be weary of sneaky tactics, and is resolved to watch his own back should he ever lose sight of you.
To round out his move, Noro concludes by preparing the ground outside the pit with a sneaky tactic of his own, evenly spreading it throughout the battlefield so as to be able to launch tools to fit whatever need he may have in the future. This is accomplished directly after converting the ground to lava.
