Blizzard: Sigh, another one of those missions again? How many are there left anyways.
Blizzard crumbled the scroll and set it on fire in his hands, destroying any evidence of his mission. It has been awhile since he and Rairen left Iwagakure, their mission has been top secret, and their leave was sudden for many to comprehend. But it was something only they can do, even if they had to be the "bad" guys of the story. The assigned task was to hunt down people left from the former dangerous organization, one of the major reason for causing the Ninja World War 3. These members had been deemed potential threats to shinobi world due to the powers they possessed, namely the ring of Akatsuki.
And Blizzard's next target was a woman. He wasn't fond of this target, because he had always been hesitant of killing ladies. The only time he had done that was when Rairen had to feed on their blood, but this time it was different. He was alone, and had only one target; The Paper Goddess of Akatsuki; Konan.
Blizzard: I guess, it can't be helped.
Said Blizzard putting on his mask and heading for a inside town with a water stream, hoping that the intel on his target was correct.

The feel of rain fending off her skin felt so refreshing. After all it has been awhile since she was able to feel rain as she was on the mission not so long ago. It's been some time since she could spend some time sitting next to fountain. The fountain itself reminded her of her childhood. Time spent with Yahiko. Time spent with Nagato. It was a marvelous sight. She was watching at the sky,with her left arm across her thighs and her legs crossed with the right one above the left one. Remembering her past she was molding and forming little paper butterflies which she sent off flying.
''Will this village ever stop crying?''
As those words slipped her mouth,she lowered her head down and she could notice few paper butterflies unexpectedly coming back in her direction.
''Tsk...Somebody must be coming again.''

Rain had never bothered Blizzard, but it always brought some unpleasing feelings to others. The thought of a village that never stops crying was rather pleasing to the one winged angel, because he wouldn't want any other place to live in. Every drop had brought a new news for the skin it touched, and then evaporating back into the clouds as if it never existed, and then falling back into life again. The process unchanging happened eternally in this village. A village known for its water, known for its rain, known for its tears.
The thought was somewhat relaxing, but to bring a village's strong hold down was Blizzard's task today. And he could not eliminate the beast within him, who took all advantages and chose the path that guaranteed his victor. He knew that regardless of how much he hid his presence, his opponent is strong enough to detect him, so instead; he did something that no one has ever done before. With ever step forward to the meadows/waterfall of the village a cold smoke rose from his body. It was as though his body had changed its elemental properties, releasing cold into the environment at a rapid speed.
Within matters of seconds the entire sky turned dull black due to the intensity of cold. The droplets began to freeze as they rain down, and the rain stopped. Stopped only to witness what this angel had brought on this village... this was the first time, that Ame stopped crying.
Blizzard: Been awhile since I set foot on this ground. How strong is the will in your heart? Will you be able to take this cold?
He questioned nothingness.

The water and wind together creates cold environment at those high altitudes, freezing any precipitation in the air. If a rain jutsu is used when this jutsu is in place, the ice freezes the rain particles rendering the water droplets and their properties useless, turning them into hail or snow at user's will. The hail or snow then falls on the ground piling up creating ideal battle ground for hyouton users.
Note: Can only be used once per battle.
Note: Hail or Snow formed from the rain will cover the battlefield in two turns.
Note: The jutsu lasts for 5 turns, after that returning the weather conditions to normal, no clouds, no freezing temperature.
Note: No S-rank or above Ice in the following turn.
