Note: Neji has a katana strapped to his back
As the two shinobi would confront eachother in a seemingly odd grey room, Neji curiously scans the area; as he never particularly been or heard of this place before. But for now, the enviroment didn't matter; what really mattered was the man placed in front of him. Staring down the weird looking fish-man that stood not too far from him, Neji begins to gather a steady but substantial amount of his chakra. As he would do this, Neji proceeds to channel said chakra into his eyes and within moments, his the veins from within his temples bulge around his eye; signifying that he had activated his Byakugan. Upon activating his visual prowess, Neji creates a single lightning clone that appears 2m to his right [Let's call him "Ichi"].
(Dōjutsu: Byakugan) - Eye Technique: The All Seeing White Eye, Passive
(Raiton: Raiton Kage Bunshin) - Lightning Release: Lightning Shadow Clone
Without warning, Neji begins to gather up a sufficient amount of his chakra. After doing so, he molds that built up chakra into doton and proceeds to channel said chakra into the ground; and when this happens, Neji uses shape manipulation to create four long, spikes that emerge around Ulqloirra. As they would emerge at a moderately fast speed, the earth spikes would extend forward and impale thw fish-man in the shoulders & abdomen.
Simultaeneously as Neji would create the earth spikes, Ichi begins to concentrate as he is mustering up his chakra, while simultaneously weaving the ram hand seal. As he is doing this, he builds up us a pretty sufficient amount of his chakra. After doing so, he uses nature manipulation to vibrate the built up chakra to increase its frequency; molding said chakra into natural lightning. When Ichi is finished gathering Raiton, he quickly raises his hand to the Hideout's ceiling (about 7m above), triggering an electrical discharge to rain down towards the target & the surrounding area; eventually electrocutes Ulquoirra, whom would be skewered by the Earth Spikes at this moment. Because the bolts of lightning are raining dowards, it has a chance to hit their opponent, even if he escapes upwards.

Description:
One of the Three Great Dōjutsu (San Daidōjutsu), the Byakugan is the kekkei genkai of the Hyuga clan. Bearers of this Dõjutsu have almost featureless white eyes. When the Byakugan is activated, the user's pupils become more distinct, and the veins near their temples bulge as the blood flow to their eyes is increased. While having the Byakugan deactivated, Hyuga ninjas have a normal eyesight and no special addition to their vision. While low rank Hyugas will need to perform a sequence of hand seals ( Horse → Tiger with lifting just index fingers → Boar with nearly straightened fingers → Hare → Rat → Dog → Horse → Dog → Hare → Rat → Boar with nearly straightened fingers → Snake with the right index finger lifted straight up) to activate their Byakugan, Hyuga masters will be able to do so without the need for any hand seals and even have it active passively for long periods of time. Once activated, the user gains access to all of the abilities the Byakugan bestows upon them. While, like other Dojutsu, its main ability is to see chakra and the chakra flow in sentient beings, the Byakugan adds a complete new detail and dimension to that ability. The user can not only see chakra and the chakra flow, but also the circulatory system and even the 361 tenketsu. Added to this ability, once activated the Byakugan grants the user a near perfect field of vision 360º around himself (up to long-range if he's a master). This field of vision has only one blind spot, slightly above the 3rd thoracic vertebrae and facing backwards but enables the user to actually even see his own chakra circulatory system and chakra flow, which explains why all Hyuugas are so adept and masterfull of precise chakra control. The last ability the Byakugan has is the ability to zoom in and out, focusing on specific things, piercing beyond matter and energy alike, as well as chakra. This specific ability allows the user to see pass most barriers as well as physical matter (like rock walls, ground, etc) but also energy, being able to focus beyond chakra that might be in front of them or other energies. The zooming ability is enhanced as the user becomes more adept at using his eyes and can even reach distances above 20kms away. Some Hyugas have shown a great awareness regarding agressiveness as well as killing intent, detecting such intentions and emotions from others with more ease than most.
Note: Activation spends a move from the users own move count but once the user reaches Sannin Rank and has gained mastery over Gentle Fist for 1 month, he can activate it passively without spending a move. Because of its low chakra cost to maintain, the user can keep it active throughout the whole fight as long as he has chakra and stamina to do so.
Note: Genjutsu that requires Eye Contact when used against a Byakugan user requires direct eye contact between enemy pupil and user's pupil

Ulquoirra noticing the sudden opening of the opponent with a lightning clone Ulquoirra gethered his fuuton chakra into his fist and punched through the air unleashing a powerful gust of wind at his opponent preventing him from doing anything at all. While his opponent was focusing on the attack he began gathering his suiton chakra into his hand and held it forward and released the chakra as a torrent of water flowing just after the fuuton attack.

As Neji sees the incoming wind attack heading towards him, he begins to concentrate as he is mustering up his chakra. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his lungs and uses nature manipulation to create futon. When Neji is finished building up his wind chakra, he exhales and amplifies the futon and uses it to split the technique coming towards him. Finally, he sends back a stronger version of Ulquoirra's Hurricane Fist.
(Fūton: Kaze Gaeshi) - Wind Style: Wind Return
Right when he would redirect the wind, Neji begins to gather up a sufficient amount of his chakra while forming a single hand seal. After doing so, he molds that built up chakra into doton and proceeds to channel said chakra into the ground and when this happens, he sends it towards the cement ceiling above Ulquoirra and causes a small section of it to dislodge. Right as this happens, it begins to break apart and large pieces of rubble fall towards Ulquoirra [There would now be a large, circular hole in the roof; 5m in radius].
Upon causing the rubble to fall on his opponent, Neji begins to concentrate as he is mustering up his chakra. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his stomach and uses nature manipulation to create very intense katon. When Neji is finished building up his fire chakra, he brings up his right leg and forcefully brings it back down & stomps a whole the ground. When this happens, 3 evenly spaced out pillars emerge from the ground and strikes Ulquoirra from below. Now at this time, Neji's opponent would have to deal with attacks in front, above and below him.
