that is only according to iruka... but whom would you think can measure a real hokage in battle... madara of course, he fight shodai hokage till near death... even nidaime hokage can match the speed of yondaime, for having space time ninjutsu but, given the edge for minato for mastering rasengan, a jutsu with the same pattern as the tailed beast bomb... as for sandaime hokage he is strong in his own way being the leader of konoha for a long period of time... compaired to other kage in his time, i think he cant even match oonoki.

1. First Hokage - Senju Hashirama
2. Second Hokage - Senju Tobirama
3. Third Hokage - Sarutobi Hiruzen
4. Fourth Hokage - Namikaze Minato
5. Sixth Hokage - Danzou Shimura
6. Fifth Hokage - Senju Tsunade

tobirama should be above minato.Tobirama evented edo tensei we see it potential.While minato is fast because he place kunai on different location in combat to give him an advantage.Without the kunai and the seal minato is justl like base naruto but with a brain

3. Tobirama knew space/time jutsu, could draw water from thin air and use water jutsu. He also invented edo tensei and although orochimaru made it better and kabuto master it, i have no doubt tobirama would have too if it wasnt because of his untimely death.
4. Minato because he knew space/time jutsu, expert in sealing jutsus and invented the rasengan and no doubt would have mixed it with his nature transformation if it wasnt coz of his untimely death. yes i agree. Hiruzen in his prime was the strongest Hokage. thats a narutoverse fact. at this point. Second i would say hashirama senju;less than or equal to him is tobirama, then minato and tsunade in my opinion.

Well in order to find the best, comparing and contrasting is often a tool most people use to gather an intellectual answer...just saying. though they are different and have different skills, some one has to be the best.
