Not really. It all depends on the talent and the only thing we have to go by is the manga.Minato was praised by pretty much everyone about his potential/talent while its missing from some of the other kages.However, he died too young so he's hard to judge.

you shouldn't down play Minato or any other ninja, Minato wasn't even in his prime yet. Minato died in his mid 20's-high 20's and a lot of his abilities are unknown, does he have Sage Mode? How many elements do he has? What else can his sealing jutsus do beside FTG, Death Repear Seal, 4 triagram, ect... Minato who never met Tobirama knew the extent of his S/T jutsu and most likely new more about him and Hashirama.

Anyways the interview is extremely likely a fake. This rumour, which suddenly became popular around May 2008, was claimed to have been published in March 2008 Jump Festa, while a lot more claim it was March 2008 Shounen Jump.
Raw scans of all other Kishi's interviews are readily available except for this one. In fact only one translation of it, which doesn't even reference an authentic original Japanese text, exists. This simply means there is no original Japanese text out there, else there will be varying translations of it.
Finally the 3rd databook, which was released 6 months after the alleged date of this interview, made no mention of such fact.

The bad thing is that the original creator said it came from March issue of Shonen Jump while his fake essay says Weekly Jump on the heading. Interviews rarely go on Weekly Jump, but not impossible. He probably realized this after he was already done knocking up his fake essay, hence in order to deal with that "little" discrepancy, he declared it was from the March issue of Shonen Jump. That is either referring to the tankobon of Weekly Jump or the Monthly Shonen Jump, which by then had already been renamed Jump Sqaure. Too many things just doesn't add up at with this interview's heading. The Weekly Jump on the heading completely killed it. Also if you check out all the forums that disseminated this fake interview shortly after it was published, you will find out that the general consensus is that it's affirmatively fake.

Besides, the 3rd Databook was released 6 months after this interview, yet it failed to mention this very critical information.
1. Kakashi has more points in Taijutsu than Kakuzu but in that Battle Kakashi couldn't even touch Kakuzu after Kakuzu leveled up
2. Sasuke and Deidara have same speed points but in the battle Sasuke was clearly the faster Ninja
Deidara is more intelligent than Sasuke but in that fight Sasuke made a complete fool out of deidara
3. Sakura has 3 in taijutsu where as Naruto just has 3.5 same as Sasuke and comparitively less than Kakashi or Kakuzu
But in reality Naruto is the boss when it comes to Taijutsu.

That doesn't mean they would underestimate Hashirama powers, Jiraiya had knowledge on Madara, the Sage, Rinnegan and was always serious when talking about them. Jiraiya even was extremely causious about fight Pain before meeting him, all he heard was Pain killed Hanzo by himself and Jiraiya was on high alert. Minato wasn't alive when Tobirama was alive yet he had enough knowledge on him to say Tobi's S/T jutsu was better than both his and Tobirama's. Minato was hyped by strong ninjas as well as the other Hokages but Minato was never in his prime. Minato is very smart and was said to never make a wasted move and is able to analyze a jutsu's strenghts and weakness by seeing it once (Chidori, Tobi's S/T jutsu, created rasengan from seeing tbb).
Hiruzen was said to know all of Konoha's jutsus (non-bloodline), smart and reaspect but it's already stated Minato was the fastest ninja, never made a wasted move. So I say they are without a doubt even. Remember in Hiruzen fight with Orochimaru, it was said if Hiruzen was 10 years older then he would have won but when he was fighting the fox he was 13 years younger and with help only managed to drive the fox out of the village. Minato moved the fox out of the village and sealed him away with a little help from Kushina. Let's look at what both of them were doing before this happened, Minato was trying to maintain Kushina's seal during child birth (looks to be an hour or more before Naruto was born since labor isn't a fast process and we don't know how much chakra was required for the sealing jutsu) while Hiruzen was doing paper work. Hiruzen was around 58-59 when Tobi attacked and we see Jiraiya (53) , Oonoki (over 80), A (50+), Kakuza (alive during Hashirama's time) all fight powerful ninja's without complaining about not being in their prime (except Oonoki and his back). They got stronger in their old age and from what I've seen Hiruzen collapse 1-2 times fighting the fox with a large group or chunins, jounins and anbu backing him up at age 58-59 but fought better when fighting Orochimaru, edo Hashirama and edo Tobirama. Yeah I know the edos weren't as complete as Kabuto's edos were but they were still Kage level and had their abilities. Hashirama powers were a myth like the Sage and even being an incomplete edo tensei wouldn't weaken him that much so I say edo Hashirama, edo Tobirama and Orochimara is a tough fight compared to a controlled fox.
