The genjutsu is done by the frog sages and anyone with a contract can summon

And once they are caught the summoner is free to kill them with any weapon they want whether it be a kunai or and other weapon, the swords btw are summoned by the frogs just their other weaponry so it can also be summoned if the summoner wishes
