How are they like Akautski aside from being an organization and wearing cloaks?

We don't know their goals, motivations/back stories, abilities, etc...

They even seem to be organized differently than Akautski considering that Kara seems to have "insiders and outsiders" (something Akautski didn't have). Kara members also seem to have "sectors" that they are in charge of (seeing as how Kashin Koji (I think it was him) is apparently in charge of the land of fire).

I personally think that fans often jump to calling something a clone or ripoff of something else way to fast. They see one insignificant similarity, and bam, it's a rip-off. People even called Naruto's KCM a rip-off of Super Saiyan just because they're both golden, but if a person actually takes the time to discern some things, then they will see that the two forms aren't even remotely similar in terms of function and effect on the user's arsenal/power.
