Clearance ob FTG in 4th War

Ok, so I'm assuming you guys all know about the FTG tech and how it was Minato's badge if you will. But my question is what did his guard mean during there talk with the mizukage before they transported her to the battlefield. They said that they were saving it for madara but have not even come close to mentioning since. Also, why couldn't they ever teach naruto the FTG, or at least to someone else in the village. I understand it's exclusive to Minato, but wouldn't be helpful throughout the war? Lol. Just a few thoughts.

They can teach it to him. I would like to see that in fact. Kishi even hints to it when Tsunade is talking about it and she says "no, we'll save that technique for him ..." then the next panel is Naruto. I think he'll learn it.
