Juubito > anyone. (Sage and his sons are excluded)

Naruto > sasuke. Simple

Current Sage mode Madara with rinnegan > hashirama

SM hashirama > all forms of madara except current madara

Minato > alive itachi

EMS sasuke > Nagato

Hiruzen is the weakest kage tying with tsunade

Senju > uchiha

Shinsuusenju Still can't be countered

These are the ones on top of my head.

let me know if i missed any obvious ones.
