Tsunade used the instant regeneration technique which made Shikamaru healthy once again. Similar to reviving the dead cells instantly. This might be another way to use her technique without using the mark on her forehead OR she had enough chakra to not to use the chakra stored in her mark.
She summoned Katsuyu so that she can extend her range of using that regeneration technique by getting in contact with the shinobis and keep them healthy whenever their chakra gets sucked out by the tree.

As long as Naruto raises the amount of kyuubi chakra in the shinobi otherwise it won't. But for now, that chakra is leaking because of Naruto's emotions.

your not going to be able to power up some fodder jonin to the lvls of naruto no... they will just be restored to 100%... now the joys of fighting with a cloak is you dont lose stamina as fast and it is harder to hurt u...

Kyuubi chakra also gets absorbed if the Juubi sucks out the shinobi completely. But Shikamaru was alive and that is why Naruto was able to focus his attention to Shikamaru and raise the kyuubi chakra level in Shikamaru. But most of the cells inside Shikamaru were dead and so Naruto was trying hard to build up the chakra.
Without a strong power, it'd be useless to fight against Juubi.

There is a plot hole in the manga, I think. The chakra cloak vanished from the shinobi alliance when Naruto came out of his BM mode. Then, when he re-entered the mode, it appeared once again at full power in countless ninjas. So this means that Naruto can transfer his chakra if you have already received the cloak once. By this logic, Shikamaru should never have been drained when Naruto was in his BM while fighting alongside with Sasuke. I hope you understand my point
