Genjutsu is so OP'd and heres why. In a ninja fight you have to make split second decisions and a slow reaction can mean death. So even if a genjutsu doesn't last long you can still take advantage of it's perks and the outcome of the fight can move to your favor.

Genjutsu was the worst power introduced. It can be easily countered, therefore noone uses it, therefore noone has countered it, therefore noobe can counter it, therefore anyone who can use it wins any fight instantly.
