It's either Himawari or another Ootsutsuki w/ the Evil Eye.

If the Jougan really is a common eye among the Ootsutsuki, it would make sense that the reason Bolt has only one is due to being a diluted Byakugan Alien. Or the power being split between him and Himawari.
