Just to clear up some misconceptions and to give a better understand by what Sasuke said when he stated:
I'd like to present some information to help people truly see what Sasuke means.
A) Kaguya did not fear Momoshiki and Sasuke did not mean Momoshiki
What they were referring to was the Otsutsuki clan itself.
In the manga its already been hinted that Kaguya was at war with an enemy when she came to this land and harvested the chakra fruit to win the war:
Notice her Eye is closed before eating the fruit.
With the 3 images above this indicates the following:
1) She had followers(hyuga/Kaguya clans) here protecting the God tree until she arrived to eat the fruit.
2) There was a war between her people and possibly another Otsutsuki's army for that fruit as the Boruto series shown us the Otsutsuki have different worlds where they harvest fruit.
3) Kaguya ate the fruit and won the war but changed.
4) It takes 1000 years to blossom a chakra fruit meaning time isn't really a factor for Otsutsuki.
5) Otsutsuki have different dimensions with different God Trees meaning there power scales with each Fruit consumed.
Now I shall move onto my main point concerning what Kaguya TRULY feared.
B) Why Kaguya feared and considered Otsutsuki Leader greatest threat.
While to date Kaguya, was the strongest enemy in the series. Id like to present some facts as to why she may be weak compared to Otsutsuki Leader(s).
1) She was sealed for 1000+ yrs meaning she has missed at least 1 Chakra fruit harvest.
It's canon that Naruto was saved by Boruto,Sasuke and Kage on Momoshiki's own planet where he had a God Tree growing.
To me this indicates that the Otsutsuki can potentially have more than 1 God tree growing on multiple planets.
2) Otsutsuki hierarchy system makes lower members sacrifice themselves to higher ups
With this information provided I conclude the following about the Otsutsuki leader threat level:
1) He/She had 1000+ years of Freedom to consume ATLEAST 1 or more God Tree Fruit (assuming more depending on
how many planets)
2) He/She has the entire clan potentially at his disposal to sacrifice themselves making him even more powerful.
3) He/She did not consider Kaguya threat and sent lackies (Momo and Kinishiki) to investigate. I imagine if Kaguya truly
was truly powerful enough to threaten him he would have come himself.
Id say he is atleast 2x the strength of Kaguya without him absorbing other Clan members. And ultimately this is why I believe she mean't the clan itself not Momoshiki/Kinshiki.
Bonus: Considering she had the title of Princess I also wondered if Kaguya was the daughter of Otsutsuki leader.
