Clarification on Kakashi caught in Water Prison in Zabuza arc

Kind of makes me wonder though.
Zabuza needs one hand to restrain kakashi.
Could'nt he just slice through his prison and kakashi with the other hand?

Zabuza has been shown to handle that blade with one hand effortlessly anyway.
