[Question] Clarification on global rules please?

There is a phrase I see multiple members using in multiple threads and every time I see it I want to hit the report button, but when I read the Global Rules whether or not it breaks them is not actually clear.

The phrase is some variation of 'Itachi had aids'. Based on what we have seen in the manga, there is no reason whatsoever to believe that Itachi actually did have aids, so, to avoid the complications that come with using that name in this forum, I want to clarify my issue is actually with 'X had aids' when it doesn't seem likely that X did have aids, regardless of the identity of X.

My issues are as follows:
I can see two similar 'reasons' for using this phrase.

1. I don't like X
2. Since (1)
a. X is gay
OR
b. X sleeps around a lot
3. Since (2) and X is ill, X must have aids

Apart from being a ridiculous argument, with no valid justification at any point, there is also the issue that the 'joke' is either that they slept around a lot or that they are gay. And this has what to do with the thread? I don't read relationship threads, so it's not that. Rather it seems to be 'lets insult X by saying they slept around a lot / are gay and so got aids'.
Which
1. should count as character bashing (they may not be valid insults, but the author is certainly trying);
2a. implies that it's okay to insult people for their sexuality
OR
2b. implies that it's okay to insult people for sleeping around;
3. is insulting to people who actually do have aids because having aids is not funny.

Note: the forum rules say it's against the rules to bash a character and it's against the rules to insult another member but they don't say anything about insulting a group of people who may or may not have representatives among the members.

I would like to believe that I am way off base and that they say Itachi had aids because they noticed something I didn't in the manga which indicates that he did have aids, but I just don't see that being the case.

I would even like to believe that their reasoning was even slightly less distasteful than this but I still remember hearing people labelling anything they didn't like as 'gay' daily in school. 'All homosexuals have aids' is stupid, but no more so than 'the gay agenda' (which for years I didn't believe anyone actually believed and was an exaggeration by gay right movements, then I heard an anti-gay rights activist use that exact phrase) or 'all homosexuals are pedophiles' (when I was 16/17, I put papers together for the paper rounds and there was an article about homosexual couples adopting and my employer basically said this).

So my question is does this constitute as breaking the rules? I certainly believe that it should, I'm just not sure that it does.

All of what you describe is indeed breaking the rules as it falls under the "no character bashing rule"

•Character Bashing: Members who resort to ‘character bashing’ as their persistent topic of discussion will be treated under the same conditions as trolls. Character bashing refers to a topic of discussion whereby a member decides to make fun of certain characters/character pairings leading to a pointless thread filled with insults and general rule breaking. Members who continually partake in such behavior may have account restrictions applied to them including infractions and bans.
Examples:
Character bashing: 'Naruto sucks because he just does.'
NOT Character bashing: 'I don't like Naruto because when the village was at war, he chose to...'
