Since they were used by rivals, Chidori vs Rasengan has been a very much conversed subject the fact is:They're about equal for their intended use.
Rasengan is created for brute force, leaving enemies incapacitated & with internal injuries, so they can will be easier to capture or left to die while succumbing to injuries. Of course bigger Rasengans is a different story.
Chidori is created for precision; assassinations, it's meant to only be used with killing intent. A stream of lightning pierces through the foe leaving them paralyzed with a fatal injury. The death should be fast not slow paced like Rasengan's.
Both are excellent for what their purposes are, but it seems Rasengan is easier to add other natures when mastered and causes less chakra usage, while Chidori is easier to learn, has more draw backs. It seems both are fairly easy to manipulate when fully mastered.
