Surroundings: Complete Water. Little Land.

Restrictions: Any Type of Mangekyō Sharingan .

Note: Why the Mangekyō Sharingan Restrictions? Because It was said that back then only Izuna and Madara Unlocked the Mangekyō Sharingan. That must mean that regular Uchiha Clan members usually had the Three Tomoe Sharingan. Even without Mangekyō Sharingan they were still Beast, so it really doesn't matter. Plus, if we have everyone doing Susano'o, it wouldn't be fair. Don't get me started on how OP Amaterasu would be. This just comes down to who's the better Clan.

2nd Note: Mangetsu, Suigetsu, The Second Mizukage, Sasuke, and Itachi are all added to the War.

That's a tough one. I don't know much about the Hozuki clan, so probably them considering the bane of fire jutsu is water jutsu. Also, water is technically in Konoha, but in pipes or underground, as seen in Tobiramas fight. Kisame also created water out of his mouth, so why not the Hozuki Clan

I don't want Hozuki to win, but you guys are only going by Uchiha because of Hype.

Hozuki takes it in Kiri.
Uchiha take it in Konoha.
Hozuki use Hydrification to pretty much nullify all taijutsu and have major advantage in terms of jutsu type but Sharingan and Sasumes lightning style techniques roast a large number of Hozuki ninja.

sigh dont lie typeing but a couple reasons uchiha are knowen for higher chakra and powerfull attacks with that and the water could stop some fire attacks but not enough uchiha would break through

Well, I'm choosing Uchiha simply because of this:

Probably because of Madara and Izuna backing them up with Mangekyo, and a lot of them were probably using Mangekyo. In this fight, you can't use Mangekyo because the Hozuki Clan hasn't shown any other Jutsu accept those ones that were shown.

And... I think you're going by Hype.
