Hinata is Clan Leader already as Matriarch of the Uzumaki Clan in Konoha,just as Sakura is of the Uchiha Clan. Neji is dead now for so manny years so that only leaves Hanabi to lead the Hyuga’s.

Hinata or Hanabi. Neji is out of the question as he is a side branch member, and there was never proof of the Hyuga clan's traditions changing.

I did answer it. It seems like you didn't even read your own OP you said "who you pick and why" that is two questions or rather one question with two parts. Either way I answered the question the "why"part is the elaboration which I saw no need to do since the answer is obvious.
