A few uses for this would be to prevent someone from escaping underground, for if they do, they would be wide open and susceptible to attacks from you - And then of course, there's the danger of drowning over extended periods of time. You can also use this water a source for other jutsu, as it is ordinarily concealed from view, it makes your techniques difficult to predict and thus, harder to react to.

*I perform the set of hand seals required, once done so i focus a suited amount of suiton nature chakra into the ground beneath me, the water should then begin to materialize as it moves infront of me undeground, then i perform yet another hand seal and cause it to rise from the ground, by it i mean the water based snake*

Question- How wide/large is this snake ? Enough to wrap around a toad summon such as gamakichi ?
