ok here it is.
[Raiton:Tei den'atsu | Lightning release:Stopping voltage]
This technique relies on the fact that particles of the same charge repel each other so you what you have to do is channel raiton chakra through your body before the moment of impact so that when the lightning jutsu is about to come into contact with you the particles repel away from each other. So when the opponents jutsu is about to hit if it is less than A rank in strength it will turn back on the opponent following the normal rank guide or cancel out if it is A rank and reduce S rank e.t.c. .The main strength of this jutsu is the fact that it is an instant defense which only has to be deployed at the last second so it is good when you have been knocked off balance or caught by suprise and they are about to follow up with a lightning jutsu. the obvious weakness is that it does not defend against any other elements. Also it is good for setting up elemental combinations as you can defend and create a elemental combination with the use of 2 jutsu e.g. if they use false darkness spear you could repel it against them then follow up with a water jutsu and they now have to defend against your combo in a short amount of time.
