So from what I understand, you use this jutsu in the same manner as any other boosting jutsu, however this technique specialises in the enhancement of defensive jutsu. By utilising the wasted chakra and putting it into said defensive jutsu, it gains a rank and thus can defend against higher level jutsu.
In simple terms, defensive wind jutsu gain +1 rank for 3 turns.
