Alright, so tell me a little bit about water release so I know your skill level in it.. then we will proceed.
Water is one of the most versitile elements because it can be shaped and controlled with the limit almost being only the imagination of the user. It is commonly used in a liquid state but can also be compressed to imitate a harder substance. By spreading the molecules you could perform attacks in a gasous state which would be mist release. With the addition of a fire technique of lower rankings, the water could reach a boiling point to make them more deadly, or simply create vapor to cloud the view of your target. An obvious combination would also be lightning but I dont use other elements so I dont practice those specific combinations myself.

Type: Supplementary
Rank: E
Range: Short
Chakra Cost: 5

Description: The user will lay down in an water source and flop around like a fish. this causes small amounts of water to splash up on any nearby opponent(s). This is often used as a taunt to anger an opponent before battle.
Note:
-Requires a Water Source
-This Jutsu can only be taught by Serpent

(Suiton: Jinzouningen) Water Release: Prone
Type: Supplementary
Rank: A
Range: Short-Mid
Chakra Cost: 30
Damage points: 60
Description: The user will make a single handseal forming a basic Dome of water around them that is able to block incoming techniques of the appropriate rank. The dome is able to be maintained so after blocking the attack, the user will form another handseal causing the water to explode outward forming small hair like needle of dense water in all directions. These Needles cannot penetrate targets of greater density.
Notes:
-Can only be used twice per battle
-Requires a 2 turn cool down
-Requires a water source
-If maintained, the user spends another move.
-Can only be taught by Serpent

(Suiton: Uzumaki Dri-Engai) Water Release: Dome of the Slashing Whirlpool
Type: Supplementary
Rank: S
Range: Mid-Long
Chakra Cost: 40
Damage points: 80
Description: The user will make 4 handseals, forming a whirlpool from under the opponent, this whirlpool will pull the opponent deep into the water and then form into a dome that will be spinning at high speed. because of the speed, the water is capable of shredding flesh. If the opponent is already under water, the Dome can be produced without the need of the whirlpool, allowing for a faster delivery of the attack.
Notes:
-Can only be used once per battle.
-Requires a Water Source.
-No S-ranks or above next turn.
-This Jutsu can only be taught by Serpent

(Suiton: Koi Kihou) Water Release: Dense Pressure
Type: Attack
Rank: Forbidden
Range: Short
Chakra Cost: 50
Damage points: 100
Description: After the user catches their opponent in "Water Style: Water Prison" the user will make a single handseal with their free hand. this causes the pressure of the water to build as if going deep into water, this causes the trapped opponent ear drums to burst. the pressure will continue to build until the opponent is completely crushed by the Jutsu, however because the user's hand is withing the water, their hand will be crushed as well.
Note:
-Can only be used after "Water Style: Water Prison"
-Can only be used once per battle
-This Jutsu can only be taught by Serpent

(Kinjutsu Suiton: Itami Gisei) Forbidden Water Release: Sacrificial Pain.
Type: Supplementary/Attack/Defence
Rank: Forbidden
Range: Short
Chakra Cost: 50
Damage points: 90
Description: Before or After making contact with an opponent the user will drawl water from there own body and form small thin yet dense spikes as thin as needles stick out throughout there body or designated area of the user. This will form a defensive lair of countless needles that can easily pierce into an opponent. When these needles stab into an opponent they take old keeping the opponent stuck in the connected area almost like glue, although this is causes by small barbs located at the ends of each spike. Upon the users will they can release the water outwards in a large blast that will blast back the opponent causing extreme crushing power and force sending them flying backwards. Because of the use of the users own water within his body this Jutsu causes extreme dehydration. This makes the user feel drained and dizzy as well as blurs his vision stunting his ability to see well. This will also cause the user to look slightly "aged" after use of this Jutsu.
Note:
-Can only be used one time per battle
-Dehydration last for two turns
-This Jutsu can only be taught by Serpent

At first glance, it is a shame that it requires a water source to perform, however I am able to perform techniques up to A-Rank without a source, thanks to my Hozuki Clan's Hidden ability. Now my question would be; When I maintain the dome after blocking an attack, would the needles be weakened to whatever was left of the watery defense? Or would re-waving a hand sign and maintaining the dome allow the rank to return to normal? Thus, allowing me to release a barrage of A-Rank water needles?

Second question, is the dome hollow inside or completely filled with water? I hope for the former. As for actual usage in battle, I would more than likely utilize the most when my opponent is attempting to blitz me. I would use the dome as a shield to stop his attack, thereafter re-activating it and releasing the needles as he attempts to escape.

If it blocks a technique weaker then it. The dome would be weakened but you can still use the needles without maintaining the dome, however these needles would be weaker then normal. You can still spend a move to maintain the dome to make them equal A-rank again. Lastly, if the dome is overpowered by a technique stronger then it.. you cannot maintain the dome.

2)It's hollow inside, although I guess the thinkness of the dome can vary depending on how much water you desire to use to make it. I imagine it being paper thin so I can still see through it.

(Suiton: Uzumaki Dri-Engai) Water Release: Dome of the Slashing Whirlpool - A very simple yet cool technique. The only slight downside is that it requires the user or to be more precise, the opponent to be standing on inside a deep enough water source to be pulled by the whirlpool. What I like more than anything is the ability to activate this technique if they opponent is already under water. This makes it quite deadly in nature. To be honest, the second method may be the only time I utilize this technique, as the first gives them more of an opportunity to defend.

(Suiton: Koi Kihou) Water Release: Dense Pressure - A simple yet tricky technique that one can escape from the consequences quite easily, or at least, has a chance to. By using a clone, or a Hydrified State (In my case) you avoid having your own hand crushed. This technique is VERY strong, the greatest drawback is that it is limited to a single specific water technique, and nothing else. No prison-like techniques, just that one specific water technique. It is understandable considering how strong the technique is and how the damage restrictions can be avoided.

1) I believe Hozuki clan is immune to Dehydration as you're attune to using water from your body in this way.. so the side effects shouldn't affect a Hozuki clansmen.

2) Indeed, if you release it throughout your body it pulls water and chakra out and should break most Genjutsu. This however will not happen if you only use it on a single location of your body.
