Third (technically fourth) edition of this thread.. all times have been fun, so why not?
The city of akutoheiwa is a fairly normal city in tokyo, japan. It's a great place for tourism, has some of the best restaraunts in the world, and has been around since 1907! Now, skip to current times. It's 2010, a nuclear explosion has went off in the middle of the city, causing some children to have.. special powers. We call this a Z power. It was implanted into random kids, all over the city. Fearing this power, most of the cities policemen left, and there aren't much tourists left. Most people, in fear of their safety, left, but oddly, all children with a Z power are still in the city...
Now, it's 2030. Everyone born between 2010 and 2030 have been born with a Z power.. most are still high schoolers. A war is about to start.. gangs in the city of akutoheiwa, crime.., drugs..
Gangs:
Golden Feathers - A gang consisted of all boys. They usually wear hats, or rather fedoras with sunglasses ANYWHERE, even in the dark, with a yellow, or golden feather sticking out at the top. They work directly on the streets, in drive bys, extortion, anything dirty. Leader: TO BE TAKEN
Dead Souls: Grimdark gang that dresses in all black. Works with dealing drugs, theft, and shootouts. Led By: Jayren
The Powers: A gang consisting of boys and girls. They dress rather normally, with red bandannas, no jackets or top hats or anything. They work in the underground, such as shipping drugs from the united states, massacre, and simply making the streets an unsafe place. Leader: Toshiro

Z Power: The ability of clairvoyance, to an inhuman stage. Can cause severe headaches to those who "his heart does not trust or are fond of" One: The eye of insight, can see into the future slightly and determine things otherwise unknown. Two: Causes headaches, if the mind is weak enough he can read it and manipulate it. His right arm has a few eyes on it, one able to bind, one is able to forge illusions, the other able to temporarily stop the ability of another Z Power. Others unknown.

Appearance: Is 5'9, has black hair and a fedora, mostly resembles Jayren but with a leather jacket instead of a fur one
Weapons: Two handguns, a knife, many grenades, a smaller cut off version of a katana used to kill
Z Power: (If any) Crowd control. YZ is capable of controlling crowds with the exception of the "target" -- his motive for controlling, whether it be for interrogation, murder, or capturing, he is able to control any duo of people in a population or higher.
Gang: (If any) Dark Souls (Head of Intelligence)
