Can someone please explain to me what CISPA is and if it's only in the US?

Actually no, SOPA and PIPA came after the COICA (Combating Online Infringements and Counterfeits Act) which was blocked by the US senate in 2010. Its a shame that this type of problem is reoccurring quite often now.
