I kinda agree to what he said.
Probably CP0 had idea that Doffy is doing something like this in the dressrosa, and clear indication of that is Dragon having that much info about Dressrosa. I mean if Dragon can have that much info, we have to say that world government has ways of getting info too, right?:yeah:
I have to say that CP0 is probably there to look after the matter, and to take care that things don't go out of the hand, especially when Revolutionary army, SH, Law are there. Who knows maybe their role will be revealed during the final episodes of this arc? Maybe after Doffy's fall?

We could see them concluding the current arc or as one of the main players in Zou/Wano, who knows maybe they will go after Robin again :S. Crossing my fingers for Rob Lucci with beast haki.

How strong is the cipher0?

Luffy right now is fighting to become on par with Admirals, if cp-0 aren't in that level than they're no use fighting them.

I'd say they are all top tier for a small group and the seats wouldn't be filled with vice admirals. For their role they aren't on the island anymore and won't appear till end of series.
