According to a report from the Taskforce on Preserving Medical Professionalism in National Security Detention Centers, goverment paid doctors and psychologists to violet their code of ethics for the sake of intelligence gathering.

It is not a simple issue because although we all want to be moral and respect human rights, torture can be used to stop terrorist attacks that could end up killing thousands. Unfortunately in the real world, Naruto isn't there to TNJ terrorists into revealing their plots.
