this article has no credibility. And the FBI doesn't have the capability of working covertly in other countries. The cia Does, and has in the past... but the fact that this article states the FBI does is silly.

This isn't entirely off-base. What is likely going on is precisely what the first couple lines suggests. Kiev asked the U.S. for advice, and various people within the U.S. agencies mentioned have given said advice.

Now, the implication is made that the U.S. is somehow stirring up trouble - which is probably not the intent of anything we are doing... but we don't exactly need the media's help in creating catastrophic messes out of moderately sized ones.
